Requesting Camila obtain a bounty of at least SS. For starters, Camila is one of a few full-fledged Vizards that are publicly known as such. Not only has Cami dealt with her inner hollow, but she's fought almost every single Espada (each word links to a separate thread) to a draw or better, ending with her fight against the Primera Espada. She currently holds the position of Left Hand of Las Noches, painting a rather large target on her back, and has since held her own against or beaten quite a number of high-profile opponents. Naturally she's obtained Bankai, and has proven to be enough of a nuisance to paint a target on her back.

Putting Rafael up for evaluation. I believe at this point he should definitely be listed in the bingo book for his multiple offenses against the Seireitei. Like many individuals he’s fought and beaten a handful of Shinigami along with fighting to a draw against Beast the Espada. He’s caused more than a few incidents in the Rukongai when others have disrespected him and his friends. He defeated Cami the Left Hand in the Rukongai the result of which caused dozens upon dozens of deaths. Afterwards roughly a hundred civilians of the Rukongai pledged themselves to him after he saved them.

While he has made a habit of disrespecting and dismissing the rules and Authority of the Shinigami, he wasn’t the aggressor until recently. When he attacked the Seireitei directly. Defeating the Captain of Division 8 Senshi in a single attack. Knocking the gate off the seki seki wall then fought against Connor, Captain of Division 9. The battle hard fought reduced much of the immediate area into rubble. Managing to successfully defeat Captain Connor despite facing not just his Bankai, but Hollow take over as well.
