I believe all the above threads show Hoshi's dedication to Xcution as a whole as well as Hoshi's hard working nature. He's constantly trying to ensure that Xcution knows everything he knows, be it about enemies or allies, and is keeping to the overall order from Shizuka to look for new members where possible. His ability to be powerful enough to be a gun should be fairly warranted through the fights alone.
As for the type change I think the above threads still follow through with it as Genius is defined by making yourself get to your peak through hard work. Hoshi being about as smart as a pile of rocks is only making progress through being as active as possible. He may not be doing the most amazing and important jobs in Xcution but dedication to what he can do is what he's pushed in every thread thus far. Even going so far as to try and think a bit more about how to make Xcution not be obviously known by his actions.
I.E. Not telling Yuki and Raph who he worked for and why he's out and about at night, catching up with Scarlet to talk and then making sure no individuals could see the collateral damage he and Scarlet would have done to Karakura park, keeping in mind the Karakura Marketplace when fighting Madelynn so others don't get melted businesses.) Even accidentally melting Tala's recording device when they fought to ensure minimal information is leaked about him and Xcution by proxy.
