Alright I was looking through things and found a clash of rules concerning Nakabakki. When you go to the Race & Release section of the rules. The final sentence of the race specifies that a Nakabakki can learn Human World Dweller techniques if the other parent was a HWD race.
No the clash comes in when you go to the actual listing of the Human World Dweller techniques. The first paragraph at the very top has the last sentence stating that Nakabakki are unable to learn the techniques.
I'd simply like to find out which rule has dominance and ask that whatever it is be made more apparent in the future. Thank You.

Hrm, that is an interesting little contradiction there. From my knowledge, the rule was written BEFORE the HWD techs were released so... there's one of two explanations here, at a guess.
1) These four particular paths are off-limits to Nakka, while other techniques available are still useful. Examples would be Quincy Ginto (I have no idea why they're under EG... afaik they're separate). Of course, I could be off-base here, but this is why I think explanation 2 is more likely:
2) While Nakka cannot *naturally* learn these techniques, note that it lists all of the Hell races, who are all dwellers in the human world despite their alternate origins. It may be that a Nakka without one of the necessary backgrounds is what is restricted here, and the wording in the HWD techs might be wrong.

The first mentioned ruling DOES precede the HWD four techs. This one, however, has supremacy. The second rule you mention is a conflict resulting from the oversight of the era of the three mods Z, Kyo, and myself, when we were redesigning stuff. We accidentally made this oversight when we rewrote the rules. I know cause the oversight I remember is mine, having forgotten the rule that Zou made. Therefore, Zou's original rule, which states Naka can learn these techs, is the one you should follow.
