Karakura Town. What made this place so special? Was it something in the air? The water? Just sheer happenstance? The town, despite being completely unremarkable in so many ways was a veritable hub of spiritual activity. Shinigami and Hollow activity was in greater concentration here than almost anywhere else. Whatever the reason was, it made the town an important place to stakeout. An excellent place to hunt and train new recruits for the Vandenreich. Both Shinigami and Hollows were fair prey, afterall, since the Vandenreich opposed both the likes of Soul Society and Hueco Mundo. This meant that almost anyone who was drawn to a Quincy's reiatsu was an enemy. It made things very simple, easy, and greatly lessened the risk of collateral damage.
"How sad that is though." Came the thoughts of the Vandenreich who currently now sat at a small human café. Hair so faded it was nearly white, a pale complexion and deep bags under his eyes, Lucien Dantes sat in thought. A high level Hollow's reiatsu had been detected in the vicinity of Karakura Town. Menos class. Karakura town was a messy little civil war in its own right, as three different factions vied for supremacy. The Soul Society, the Vandenreich and Uzaki Enterprises. It would have been easy to simply let one of the other factions take care of it. Let them expend their own resources to deal with this creature. Lucien understood the pragmatism of such an approach from a military standpoint. In a war such as the one the Vandenreich found themselves in, it was advantageous to let your enemies wear each other down, until one remained, then to crush the weakened victor. There was a ruthless effectiveness to the tactic, as long as your enemies did not grow stronger for the struggle.
But conversely, there was another line of thought. One that Lucien wished to put to the test. Lucien understood Shinigami on a certain level. Many Shinigami did not oppose the Vandenreich out of some deep seated principle or hatred, but solely because they believed that theirs was the best way. How many Shinigami simply wish to protect the innocent and make the world a better place? It was a thought Lucien had often considered. There must be many. For so many Shinigami to walk about with their self-righteous attitudes, they had to believe that what they were doing was right. To prove to them that their way was ineffective, and inefficient. To prove the falsehood of their claims. That no matter how much they preached about stability, and balance, that they were failing at that task, and that under their supervision the world would only become a worse place. Well....
If a Shinigami could come to terms with that reality, one of two things would happen. They would see the error of their ways, and accept the truth of the Vandenreich. Or they were already lost. In which case, far better to put them out of their misery, than to risk them causing others to lose their way as well. Lucien disdained that such practices were necessary but... Well. These were cruel realities when you were trying to create utopia. Lucien didn't have to like it. He just had to fulfill his duty. So why not start here? Destroying a Menos before the Shinigami could even mobilize a response to the beast.
Lucien had opted to wait patiently for his prey to come to him. Hollow bait was always plentiful, but Lucien wasn't looking for any meager Hollows-- though he expected those would come with the Menos. He was instead going to let his reiatsu leak out. Invisible to the humans around him, a flickering, ice blue aura flowed up from Lucien like a giant signal beacon. With the potency of his reiatsu, he knew that if the Menos hadn't moved on, it would detect his reiatsu. As long as it was in the area, it would take notice of him. And it would come. Perhaps other Hollows would come as well. Typically Lucien afforded his enemies a chance to surrender or flee. A chance of living, that he did not have to take lives when possible. Hollows were a bit of a blind spot in this. Hypocritical? Perhaps to an extent. One might argue that Hollows were souls too, and souls at that, which could regain their human minds, given enough time.
However. Hollows could not do so without taking the lives of others. A fact of their biology. Hollows needed to prey on living souls if they wanted to regain that strength. Unlike Shinigami whom Lucien considered merely misguided and foolish, Hollows were a malicious species, whose very existence was an anathema to the Vandenreich. It was cruel business, but there was no choice. If Lucien did not kill this Hollow, then many others would die before someone else did. When weighing the value of one soul against the hundreds that would be snuffed out, it was a simple thing to decide.
While he waited, Lucien chose to quietly enjoy a short breakfast, opting for an English tea and breakfast sandwich, which lay half eaten on the table in front of him. Lucien sipped from his tea cup, golden eyes staring quietly at the street and passerby's. He could sense every noticeable reiatsu signature around him, waiting for the instant he detected a Hollow's reiatsu. At that moment, he would kill it and then move on. If you found yourself having to do an unappealing task, it was far better just to close your eyes and get it over with. Lucien didn't care to spend anymore time here than needed. Lucien felt a familiar sensation in his chest, and he quickly put his teacup down an instant before erupting into a hacking fit of coughs-- barely having time to cover his mouth before they exploded out.
This did have the consequence of attracting a number of concerned looks in the man’s direction, and Lucien felt discomfort radiate up his spine, as he tried to bring his coughing fit under control. Even so it took him several embarrassing seconds before he could do so, embarrassedly trying to avoid eye contact with those around him.
He sighed slightly. Even after enduring it for his lifetime, his condition still caused him embarrassment. Oh well. At least it was a beautiful morning.

It wasn't very powerful either, but it did stand out from the usual humans. Hmm.... Perhaps someone to speak to while I wait. Lucien thought briefly, taking a bite out of his breakfast as he stared directly ahead at the newcomer.
