I was just wondering; what is B:OW's viewpoint on the Gentei Reiin? because I haven't noticed anything that mentions this, but what class of shinigami would this apply too? would it be lieutenant and captains in terms of those with the rank or any shinigami of class that gives them spiritual pressure and energy equivalent to said ranks?

Amendment 8 - Limiters have been reworked. No one was really using them, probably because they were outdated and did bizarre things like reduce 50 strength characters to the point they couldn't move. Limiters are now officially optional, and completely arbitrary flavor details. If you want to use one, you can reduce your power as much or as little as you wish, and not all stats need to be adjusted by the same amount. DMs can still impose limiters at set values if they want though, because DMs have power like that within their own threads.
