Alright, this one looks fairly straightforward to review.
Devotion - I'd like it to more specifically state that any marks and such disappear as well, not just the effects. I know that this is likely what you are intending, but I'd rather it be directly stated rather than leaving a loophole for turning back on a property and immediately re-establishing the link. Just a clarification, if you would.
Lover's Hand - This is just a tad too powerful, I think. You literally have absolute control as long as you have higher RS, compared against only RS. This means that against SpPr or physical builds, you're nigh unbeatable. To alter this, I'd like to make a few small suggestions. The first will be that it's RS compared against dominant stat instead of just RS; for example, a physical build could concentrate on flexing their muscles or making their heart pump more strongly to force the blood to flow properly, while a spiritual build should resist much like a RS build. I would like an applicable skill to work as well; I think Strength of Will at a 2 should reduce requirements, and 3 should lower them further, but not negate. Something like a 2 requires only 90% of Alicia's RS to resist, while a 3 requires only 75%.

I think you got Lover's Hand kinda wonky on the drawbacks. The way it's written:
Lower Class: SoW 3 to require 100% of Alicia's RS to resist (wut? It takes a 2 to hit baseline when... it already hits baseline?) SoW 2 to require 90% of Alicia's RS to resist (uh... it requires less RS with less SoW? o.O?) SoW 1 to require 75% of Alicia's RS to resist (so... less is more again?)
Equal Class: SoW 3 to require 75% of Alicia's RS to resist (equal class has it a lot harder than lower, apparently!) SoW 2 to require 90% of Alicia's RS to resist.
So you got it right for those of equal class, but the lower class one seems wonky. o.o;

Sorry for the delete/repost, but I did miss something in my first reading of it.
Your "Arrow Form" Blood Beast changes the bow. Like completely changes the bow. That shouldn't happen, since a Form Property can change the Arrows -or- the Bow. Blood Beast would completely invalidate Lovey Dovey Gun anyways. Your best bet is to cut out the change in bow and get a better defined change to the Arrows.
