Shizuka should be the victor here. Not only does she possess a distinct class advantage, but she has a hefty SP advantage as well. The most important tidbit, however, is that Shizuka's reiatsu strength is greater than Takakazu's. Technique Masters rely on overwhelming their opponents through enormous differences in both reiatsu strength and spiritual pressure. However, Takakazu will find himself struggling to compete with Shizuka's reiatsu strength. This is a bad spot for any Technique Master to be in.
