Slow, creeping trails. An endless buzz like flies crawling along the skin.
But it wasn't nonsense, not the dull monotonous flutter of tiny wings. But the soft, hushed whispers inside. Growing ever louder. More urgent.
Fear.
Mizu blinked repeatedly as she suddenly snapped out of that brief stupor, her breath briefly taken from her as she swallowed audibly and was anchored back to reality in the moment, snapping upright from her desk, having nodded off in the middle of paperwork. Taking a few moments to calm herself, reaching up and lightly touching her face. Soft, gentle flesh.... NOT the cold hard mask, and she let out a relieved sigh. She shakily peeled herself out of her chair and felt it. That dull... emptiness in her. But she pushed it down, through her own sheer willpower. She was eating plenty, thanks to the nonsense going down on the world of the living. Her appetite had been growing, but it was sated for the time being.
Besides, there were other things to worry about. Blinking a few times, she stepped out of her office in the Tenth division and walked out into the street. Looking around as other shinigami walked about. And she simply started moving. She didn't have any immediate work to do. And so she just... started walking. To clear her head. She always needed a bit of time to refocus whenever she fell asleep. Something to just...calm her down.

Shit always seemed to run downhill. It was a good thing that Squad Four in general, and Fuuko specifically, were pretty good at cleaning it up. Since the Third Seat of the medical division had no talent for healing, she had become a pretty damn good janitor as she had worked her way up through the ranks. She had all but memorized the Gotei sewer system, and ran a pretty tidy ship everywhere but her own home. When she was there, it was because she was there to sleep or eat, and when she wasn't doing either of those things, she was working or partying. Now that she wasn't taking care of her brother anymore, she felt it a lot less necessary to keep up appearances.
However, now that she was a top ranking officer, she was shoveling a lot less actual shit and shoveling a whole lot more paper work. She had been wholly committed to not just making the Yonbantai as good of a medical division as it could be, but she was also interested in changing the hearts and minds when it came to Squad Four's reputations. Known, primarily, as a place where shinigami who were unfit for battle, or, at the very least, not the most capable for it, went, Fuuko herself was teaching members of her division in the art of battlefield combat. Her whole mindset was a proactive one. Aside from reputation, she didn't want the Yonbantai to only have the purpose of treating the wounded. She wanted them to be out making sure people were in a position to prevent injury whenever capable, at home or on the battlefield.
She was also interested in starting initiatives that would reach beyond the walls of the Gotei Thirteen. One of those projects was reconstruction of outer districts of Rukongai. If they had a shinigami presence, then they might not be the convenient staging grounds for the seemingly endless string of attacks on the Soul Society. Squad Four could only do so much. A lot of this particular initiative relied upon working with the Juubantai: Sereitei's Defence Force. They were the ones who guarded the Sereitei while other Squads, like Squad Eleven were the tip of the spear, and Squad Thirteen helped patrol and maintain a living world presence so that the shinigami duties there could be done swiftly.
Unfortunately, the Juubantai seemed to have had a recent loss of both its Captain and Vice Captain. Not only was this an unfortunate blow to Soul Society as a whole, but it put the brakes on a lot of the run of the mill bureaucracy. Fuuko decided to take matters into her own hands and greet her fellow Third Seat. She had brought a small basket with a bottle of wine and some nice tobacco, but she hadn't really been to the Juubantai barracks all that much.
Or, rather, the wine she had brought hadn't made the trip without getting cracked. Having had a bit already, she barged in and marched towards the lodging of the former Captain Shindazu. Why wouldn't the third seat be taking residence there? For all intents and purposes, they would be the acting Captain, right? She stood in front of the door and gave it a hard pound with her free hand.
"Oi!" Fuuko barked. "What was her name again?" Fuuko muttered to herself. She had written it down somewhere. She stuffed a hand into her cleavage and fished around for a small piece of paper and pulled it out. She narrowed her eyes and inspected it. "Tsuraiko Mizu..." She muttered. "Oi! Mizu-chan!" Fuuko bellowed as she pounded on the door.
"It's Satoshi Fuuko! I'm from the Yonbantai! Third Seat! Oi!" Despite the loud ruckus that Fuuko was causing, she had a reputation amongst the Gotei Thirteen., especially with lower ranking members. Despite being mostly self proclaimed, Fuuko's moniker of the Red Oni of the Yonbantai wasn't something a lot of shinigami were willing to see how true it was by engaging her, so they gave her a wide berth as she pounded away at the captain's door.

It didn't take her long to get herself situated, after all, all it took was someone to recognize her. 'Acting Captain Tsuraiko.' Before she was jarred out of her stupor. The words themselves felt...surreal. Of course she had been thinking about such a move. With all of the issues that had been cropping up, somehow she'd found herself of all things working with some captains and other officers, having conversations about the state of the gotei. The notion of perhaps taking up a position of captaincy had been a side note in her mind. After all, taking up such a position would mean that she might hold a bit more weight in the event that she ever took her concerns to Central 46.
But well, even aside from that, she had had a number of her allies talk to her insisting she consider such a move. After all, she had managed to achieve bankai, and a potent one at that. Though she herself wasn't quite as powerful, her Bankai itself was something that had become something of note among those that had seen her use it. Even if some people seemed to think that she was a bit cavalier with it's use. Not that she cared, her use of it was for a very specific reason. But all the same, those had always been thoughts about the future. And so, the reminder was practically a stun.
Ah.... right.... Captain Shindazu. Concern crossed her features, and she could see the people who had addressed her almost seeming to regret it, apologizing quickly before going about their way. The Squad was still somewhat shocked at the woman's disappearance. And many a rumor had spawned as a result of it. But ... Mizu didn't have time to worry about it. Quite suddenly, she found herself as the Acting Captain of the division. Something that didn't even feel quite real.
And so she had redirected her wandering towards her new office. Fuuko would find Mizu standing right outside of the place, looking at the door she had so often walked through to speak with her Captain. A doorway that once upon a time, she'd been staring at after the disappearance of Captain Hotaru. How on earth had this managed to happen again? It almost felt like she was stuck in a loop. And just as she slipped inside, she heard her name being called, and a fist gently knocking at the door behind her.
Gently, she opened the door to the office and blinked a few times as she spotted the Third Seat infront of her. "Ah, good Morning. Is there something I can .....help you with?" She asked softly, that is before her attention snared at the bounty that was right infront of her. specifically the basket. Was that....wine and tobacco? The look of confusion would be clear on her face before she offered a soft, warm smile, one that frankly was very well known among her squad, but well..probably not so much in other squads. Mizu's reputation for being a warm, motherly figure certainly was probably not THAT well known in other divisions.

When Mizu opened up the door, Fuuko grinned wider. She stepped forward, pivoted and pushed her thigh against Mizu's and then clapped her free hand around Mizu's shoulders and down on the other side, getting a grip and pulling her into a side hug. "Ahhhh, Mizu-chan!" Fuuko said, as if they were best friends. "I got some business with ya, yeah, but I'm here for more than that." She said and let go of Mizu's shoulder to get a grip on her hip and increase the stgrength of the hug. Fuuko was a very strong woman. Despite not being overly muscular, her toned body was overflowing with raw, physical power and her idea of personal space was rather non-existent.
"Honestly, there's a buncha reasons I wanted to see ya." She began to explain. "I dunno what order ya want me ta go in, so, let's just get the shitty stuff outta the way. I know Captain Shindazu and the Vice-Captain are gone, so, as the third seat of the Yonbantai, I wanted to see how you were holdin up? Both in a professional capacity, as a member of the Yonbantai, and as a fellow Third Seat who has, at times, had to act as head of a Captainless division. I just want you ta know that I get it, on a couple a levels, so, if you need ta get anythin off yer chest, then I'm here."
Fuuko then lifted up the basket. "This was supposed ta be a little goodie basket for ya, but, uh, I couldn't help myself and already started ta dip into the wine. There's soma tobacco and some coffee, tea, some chocolate and other shit too. I don't know if ya smoke, or drink or anythin, so I tried ta cover all the bases." Fuuko said with a shrug. "But, if you do, I got a kiseru waitin ta be sparked up. We can talk about it inside, unless you wanna do business out here?" Fuuko said with a smile. There was the faintest bit of alcohol and sweet smoke on Fuuko's breath. In this proximity, Fuuko had an exotic scent to her, like someone who had spent a lot of time in a spice shop or burning a lot of incense.

Mizu blinked in surprise at the energy that came from the woman, not just in the greeting, but as that obscene strength suddenly was reeling her in by the hips. The slide of a thigh against her waist and the sudden embrace caught her off guard, and a s light blush formed on her face. Was that...alcohol on her breath?! Was she drunk? She tensed ever so slightly, but when she realized that Fuuko wasn't pulling back, she uh, decided to gently move one arm to hug her back a little, the unique smell of the woman certainly throwing her off a little.
"That is.... a lot to throw at me, Miss Fuuko." She noted with a sheepish smile, rubbing the back of her neck before looking off to the side and ...staring into the distance. "Right... the Captain..." Her voice grew....soft, and her shoulders hunched with a sudden dip her iher tone. It wasn't as if she didn't think about it. But it was one thing to just keep on, but to have someone specifically say it like that. The report had been...clinical. Entirely professional. That the Captain was MIA. But the appeal from Fuuko.
It was almost like Fuuko had accepted that they were dead.
"We....right. We should ...come inside please." She noted with a soft smile, gesturing inside as she almost forgot that she was at the office. She caught herself going to sit infront of the desk, and then... circled around to ..... move away from the desk and sit on the sofa nearby, patting the spot beside her. She ...she didn't quite want to sit at the desk for now. A soft sigh escaping her.
"I ....appreciate you coming here Miss. I'm not going to lie. I ...it doesn't quite seem real yet. I'm not having any difficulties with the work. Frankly... I always found some dicisions ability to let paperwork and forms build up a bit ridiculous and frankly a failure on their part...I...I'd even chastize the captain sometimes, and insist they let my system do its job..." S asoft, forlorn little smile formed on her features as she found herself thinking back. Only for her shoulders to slump.
Damn it all. She'd found someone who seemed like she could trust. A second captain she'd lost. Why did these... damn shinigami have to be so frail? And why did it actually hurt?
"The work has been no trouble. Honestly, I ... I took on quite a lot of duties even when they were here. I suppose I ...keep expecting them to show up." She murmured quietly. Folding her hands into her lap. No doubt Fuuko would be able to tell just how different the two of them were. Mizu was, ironically, a very gentle woman. Soft, earnest, and warm. She was, in fact, incredibly popular and well liked in the division. And so for many it was very heartbreaking to see her floundering like this. Not that Fuuko would get that context, but still.
"Thank you for the gifts. I admit I've never actually been one for drinking. I've always been a bit nervous about getting drunk. But it does smell very nice on you." She noted with a sheepish smile, truly an attempted compliment from someone who didn't know the first thing about alcohol. Was it supposed to smell nice? She was trying her best.

"Sorry..." Fuuko said with a little shrug as she entered Mizu's place. "I just don't really like ta fuck around... unless I'm fuckin around, heh." Fuuko said with a grin. She gave Mizu's shoulder a slap as she stepped inside. "And you can just call me Fuuko. Were the same rank. Even if this is mostly business, let's keep the atmosphere formal. I think the captain woulda liked that" She took the offered spot and flopped into the seat. She eased into it and stretched as Mizu spoke.
"Heh, yeah, I never let my stack a papers fill up too high either. Even though I don't look like it, I'm pretty damn good at signin my name on a dotted line, heh." Fuuko said, nodding along. "Even when I was at the top of the chain, it wasn't a big deal." Fuuko then looked down as Mizu seemed to retrace back to the captain and vice captain no longer showing up despite that it seemed like they still would any moment.
"I haven't really had that issue." Fuuko said with a frown. "My captain and I, uhhh...." Fuuko looked away and blushed. "Our relationship is respectful enough, but ... our eyes are lookin in different places if you catch my drift. Not that I'm gonna speak for her..." She waved her hand. It wasn't Mizu's problem. It was exclusively Fuuko's problem.
"Heh, is that right?" Fuuko said, grabbing the bottle. She popped the cork and raised it up. "What're you worried about?" She asked and took a big swig. "Ahhhh~" She grinned and wrapped an arm around Mizu with the arm she held the bottle. She shook it at Mizu. "A little sip isn't going to get you drunk." She explained. "But, maybe it just aint yer thing?" She said. Fuuko carefully set the bottle in Mizu's lap and then retracted her arm.
Fuuko reached into the basket and pulled out a silver kiseru. "Well, if you don't drink, do you smoke?" She asked. "I find this to be muuuuch more relaxin." She said as she pulled out the tobacco and started packing the pipe. "There's somehin about good company and a good pipe that really is hard ta beat." She explained. "Anyway, either... or both... might take some edge off, might let yer mind drift away from those bitter thoughts." Fuuko explained. "I owe Captain Shindazu a lot." Fuuko frowned. "More than I could probably repay, honestly.... and, in truth, I barely knew her. I can't imagine how it might be for you, so I wanted to be sincere in my own way."
Fuuko clapped a hand on Mizu's shoulder. "Just cause I'm a medic don't mean I got vices, ya know?!" Fuuko laughed. "I mean, if we can't indulge in vices..." Fuuko sighed and smiled. She finished packing the pipe. "Whatcha say, Mizu-chan?"

Mizu gave a dismissive wave at the apology, though the swat to her shoulder raised a brow from the Acting Captain as she turned and gave them her full attention. She made no comment in response, but kept a tired smile as she waited for them to say their piece. She wasn't going to rush them, much as she might have wanted to. She sat herself down and watched Fuuko stretch and roll around a little. The commentary about how she handled paperwork was met with that smile warming just a little. Well that was good. It was frankly a bit worrying how many members of the gotei were so abyssmal with such things.
It was a nice distraction, seeing the woman getting flustered. She was hardly surprised. Crushes and romance were rather errant and pandemic amongst the gotei. Especially in the face of the perils they faced daily now. Though at the mention of that 'problem' she raised a her brows. "I ... see?" She didn't understand what she meant in the slightest. But if Fuuko wasn't going to elaborate, she would assume it wasn't important, or simply wasn't her business.
OH! She tensed as she felt Fuuko's arm promptly loop around her shoulders and she watched them take a big drink of the alcohol. Well, it seemed her guest was a bit of a lush. Still, she gave a sheepish smile and waved her hand. "I appreciate the offer, but I'm still on the clock until this meeting is over. I've had a drink here and there. But I really prefer not to indulge if I can avoid it." She noted with a bit of an anxious look. Aware it was not quite so common. Many in the gotei going out for drinks was practically a regular ritual in some divisions.
She blinked as the bottle was set on her lap and the arm left her shoulders. She gingerly retrieved the vessel and set it to the side. And just sortof ...watched as the woman started packing the pipe. Oh, alright so she was just going to light up here. "Please, I'd prefer not to have smoke in my office. I'm not one to smoke either. When it comes to removal of the...'edge' you speak of. Usually I simply took to reading, ot finding someplace quiet to sit and think to myself. Or good food, I suppose." She conceded that one vice. It wasn't a soul, but she'd found that the energy content of the food shinigami ate DID help with her hunger.
The gentle clap of the hand on her shoulder had her pausing for a moment and she cleared her throat. Gently reaching up and lightly wrapping her fingers around Fuuko's hand. Gently guiding it from her shoulder to the space between the two of them, keeping a hold of the woman's hand as she let her eyelids drop slightly as she glanced down at their hand. A moment to consider the contrast, not just in tone but in texture and firmness. She was soft, pale, and in some ways almost a bit ethereal. Whereas Fuuko had such a rugged lively tan, and her hands even if still soft, were certainly rougher than Mizu's own. She definitely wasn't a brawler. "I can see very well that you're trying to help. And for that, I'm very grateful. I can't quite tell you how much I appreciate it."
She gently released the other woman's hand before raising her head to look Fuuko in the eyes. Her own gentle blue hues set with calm composure. "But, if you really would like to spend time ... ahem.. and insist I try one out. I'd ask that we at least wait until I'm done with my duties for the delay." She capitulated. Yes, it wasn't quite her style. But well, she would have to be working on a lot. So why not live a little and find out if perhaps it might be something she enjoyed after all?

"Huh?"
Fuuko blinked and her grin drooped. "I'm still on the clock too..." She said and looked around. No one was going to show up and scold them. No one outranked Mizu and there was no one who outranked Fuuko in her own division who would tell her not to be her. She watched Mizu set the bottle down without much protest. She couldn't begrudge the woman her professionalism, she supposed.
When Fuuko was asked not to smoke, she inhaled and exhaled through her nose. She brushed her fingers through her hair and set the pipe down next to the wine. It was getting smoked at some point. She wasn't going to waste the alcohol. Still, Mizu's explanation of what she did with her free time made Fuuko roll her eyes. "That sounds borin as fuck." She said and looked around. She found a seat and plopped down on it. "No offense, but, I'd go outta my mind." She was trying. She really was, but Fuuko was many things. An idle woman was not one of them. The only time she wasn't doing something was when she was sleeping.
"I get it, though." She said, trying to keep from pushing herself on Mizu. "Not many people could keep up with me anyway. It's probably for the best if you don't start takin on any of my proclivities. Heh." Fuuko mused. She kicked up her feet and let them rest on a desk as she leaned back in her chair. "Once we're done here, maybe we can go out ta eat. Try some of that fancy shit yer talkin about." Fuuko said with a grin. "At the very least ya gotta have a drink or two for food, right?"
Fuuko waved her hand. "Anyway. This division, this Juubantai yer in. Have I got it right that you're the ones who guard and protect Seireitei? You keep the home front safe while everyone is off fightin the good fight?"

Mizu smiled a bit fondly at the response from Fuuko, and she couldn't help but chuckle just a little bit. "Maybe you have a point. Perhaps it is. But even so. I have one more meetign today that I need to work through. However, Once that's been taken care of. I'd be more than happy to go out and have a drink with you, Miss Satoshi." She noted with a gentle smile and a nod of her head. Perhaps she was allowing peer presure influence her, but how could she not want to capitulate just a little? Even more than that, she blinked and raised her brows a bit in surprise as Fuuko pressed in on her.
"Ahah, I suppose I would very much be at a disadvantage. But that would still make things interesting." She looked out her window to the Squad Courtyard outside. A pause as she considered the offer. "Dinner and some Drink sounds like a good deal. As I stated, I still have a bit of business to attend to. But once that's been concluded, we go enjoy the evening. Deal?" she offered. It perhaps might not be the best arrangement, but hopefully Fuuko would accept it.
The shift in topic however caused her to pause, hesitating as she ...rubbed the back of her neck. "Yes, more or less. Of course we've been also deploying to the World of the Living quite a lot these days. But our primary duty is to the Defense of the soul Society, that is quite correct."

"Ha! Miss Satoshi?" Fuuko chortled genuinely. "No one's ever called me that before! Sorry, but I don't care how tight a ship yer runnin or how well we do or don't know each other. Just call me Fuuko. We're the same rank, after all. Us third seats ought ta be friendly with one another. I know yer situation is different, but eventually this place is gonna be at full capacity and we're the backbone of the division. We're the wall that separates the captain and vice-captain from the rest of the seated officers and all the grunts. Not ta make it sound like the top of the food chain should be untouchable or not bothered, but we both know how busy runnin a division is. Sometimes we just need a filter, ya know?" Fuuko nodded. "As far as dinner and drinks, goes? That sounds fuckin great!" Fuuko said with a bright grin on her face. "It's definitely a deal."
When it came time to speak to Mizu about the reason she came, Fuuko kicked her legs up and planted them. She leaned forward and looked at Mizu. "There's no reason for yer squad to be goin out to the world of the livin, no offense." She said. "I don't know what kind of intelligence reports yer gettin, but the Homefront, Seireitei, has problems all of its own that need attention." Fuuko said with a serious look. "When's the last time ya've been out to the outer districts of Rukongai?" Fuuko asked.
"Even if the GoteiThriteen have the sekiseki wall to help protect it, well, we haven't been short of invasions. However, I think that's, in part, because of the lawlessness out in Rukongai. The last time we were attacked, it was because a member of the Bum Association was allowed to roam freely out in those districts." Fuuko pounded Mizu's desk. "He fuckin kidnapped my lil bro!" She barked. "Whisked him off to Hueco Mundo and then brought his bum friends right into our doorstep!"
Fuuko grit her teeth. "As long as those districts can be used as a stagin ground, the chances of invasion increase! Just havin a presence out there would really help! Not just that, but if we could catch an invasion before it was started. Remove their stagin grounds and have an early warnin system..." Fuuko extended a finger and ground it into the desk as she continued to try and make her point.
"It aint' just outside forces we gotta worry about, either! The Beastclans have been testin the waters lately. They have started encroachin on Rukongai. I watched a fuckin village burn down!" Fuuko growled. "Because of some insects and a fuckin flaimin Gojira!" Fuuko slapped her chest. "We don't just need swords. We need those people to be comforted and feel like we give a shit about them! Bring them medical attention and try and keep them from livin in shacks!" Fuuko sighed.
"I know yer squad ain't carpenters, and I am sure that kinda patrolin has gotta be the most borin shit around, but, just takin the time. To be there! We don't need ta occupy the place, just have a presence." Fuuko looked at Mizu like she was practically pleading with the woman. She then leaned back and crossed her arms. "Not to mention havin somethin out there would help clean up any wanderin Hollows. Tch. They are out there." Fuuko hissed. "Believe me." She thought of Teresa, who had also nearly single handedly murdered a village and would have if not for Fuuko's timely arrival. "We don't live in a wordl where we can afford to be reactionary. Bein proactive is gonna keep everyone safer. I've already started talkin to other squads."
