Alright, I'll be your first grader!
Before I handle the balancing, I'm going to calculate the cost of your NPC, so we can make sure you have the appropriate Ryo to cover it.
Class 3 NPC: 10,000 Ryo
Rank 1: No additional cost
Techniques: 56,000 Ryo (1,000/Class)
+5 SKP: 25,000 Ryo (reminder: NPCs start with 10 SKP)
Total Ryo: 81,000 Ryo - Unfortunately, according to your point bank (on the assumption it is up to date), you are short by a fair amount cost-wise. I'll still give you the balance grading for what's there now, and you're welcome to set this NPC aside until you've earned the money or pare down some of the costs via removed techs, etc.
Overall - I'm not fond of him having listed as having HSR (there is currently no precedent for on-site Hollows to have HSR, though that may change in the future pending discussion and may be allowed at a later point) as well as full control of severed limbs or tail. That all in itself is more in line with a technique than a passive ability, and should be included as such.
Kolotl's Spawns - By itself this one isn't too bad. The only thing I don't like is that you essentially additional 400 HE characters who, even without good combat stats, have the ability to freely use the healing aura for 400 HE to restore major wounds over a post, giving you potential nigh-invincibility without a solid one-hit kill. I would limit it so that all spawns as a whole can only restore one wound per person per post (thereby giving you utility for your NPC accompanying you, as they can heal multiple people, just not superheal one). With that, I think I can accept it, as the three-post requirement for your super regeneration limits how crazy your spawn count can get.
Supernatural Regeneration - Decapitation should still be fatal, imo. I'm willing to accept cut in half or organ damage (given the cost and time required for healing), but decapitation/heart destruction/brain destruction should all be fatalities. I'm a little leery on passing such a powerful regeneration, but I'm willing to see where it goes for now.
