Long ago, before the advent of the eight in line for the position of Captain Commander, the Thirteenth Division of the Gotei 13 was dedicated to the accomplishment of the most inhumane policies conjured by the Soul Society. The systemic elimination of the impure, the eradication of all that was corrupt and tarnished, and the annihilation of their means of survival. They delivered these cruel actions without hesitation, absolved of sin and punishment, and in essence, they were considered to be among the cruelest beings to have existed on this plane of existence. Some believed their divine task to be necessary, an evil required for the optimal balancing between the ones who remained in the Soul Society and the beasts who roam the Hueco Mundo wasteland. However, over the course of time, this task was revealed to be nothing more than a needless act of utter barbarism. Once this was realized, the Thirteenth Division's motives required a change, and so now, they instead have taken onto them one of the many duties which once were undertaken by the Kidō Corps: traveling operations.
From that point onward, the members of the squad became responsible for the handling and care of every device that permit travel between worlds. This includes the maintenance and occasional repair of the main Senkaimon - the Tunnel World Gate which stands at the top of a tower nearing the Senzaikyū - that is used everyday by those who travel to the Living World, the surveillance of any incoming requests for outside access to the Senkaimon, and the placement of spiritual limiters onto those accessing the gates. This latter practice was once extensively conducted by the members of the division, as it was believed that the energy within Shinigami officers could potentially ripple into the Living World to the point of causing incredible damage. Today, as the strength of Hollows and other forces alike sharply increased, this practice was effectively almost abolished, instead to only be applied to particular individuals with exceptionally-large pools of energy.
As one can potentially imagine, these tasks can be considered as rather mundane. The officers of the Thirteenth, despite being the ones who interact the most with the realms, are among the least active Shinigami of the Gotei 13. They do not go hunt down dangerous Hollows in the wilds beyond Rukongai or the Living World, they do not participate in any kind of political endeavor, and they do not attempt to search for anything beyond means to ease the traveling between worlds. Moreover, they have suffered many hardships in the past, namely a period in which many of their members were lost. Due to this, the majority of the division's forces are currently composed of rookies which have only recently graduated from the prestigious Shin'ō Academy, and so it is often seen by those assigned to the other squads of the Gotei 13 as a sort of temporary home until further notice. The respect for their duties is there, though it is unfortunately misunderstood or simply underestimated.
And yet, on one faithful day, it was a past member of the Thirteenth Division that struck fear in the hearts of many Shinigami as they ran through the many hallways of the Senzaikyū.
"SEIZE HER! DON'T LET HER RETRIEVE HER SOUL CUTTER!" A voice screamed loudly throughout the halls alongside roars and many calls. The footsteps were loud, enough so to echo throughout the halls alongside the voices. The majority of them were heavy, booming, clearly caused by the smacking of sandals against a wooden floor, though there were a few that were much quieter in nature, instead sounding more similar to the tapping of bare feet. The owner of these particular steps was a single woman. Her green spiky hair was long, enough so to almost cover her entire body like a coat, and underneath it was seen the white robes typically adorned by those imprisoned behind these great walls before their execution on Sōkyoku Hill. For much of the chase, these features were all that they could see. Under such a large, literal mane of hair, it was impossible for any of them to actually see her face or even so much as the rest of her body. Perhaps it was for the better.
It went for minutes on end. Hall after hall, these officers would cross as fast as they could, going from one end of the Senzaikyū enclave to the other all so that they could catch this woman as quickly as they possibly could. She, of course, did not make this objective easy for them to achieve. With inhuman dexterity, she dodged every oncoming officer as acrobatically as she could. She jumped over them, tripped them, and in certain cases, even employed Hakuda techniques, albeit rather crude ones which lacked mastery. Something about the way she moved felt almost unnatural. It was like watching a beast more so than a woman, an animal that could somehow move quickly and nimbly seemingly without any difficulty. Some of the officers even started openly wondering if they were even chasing a woman of the Thirteenth, and not instead someone more fit for the Second, and considering what was unfolding before them, no one could blame them for thinking this way.
As they would chase this woman, the officers would eventually attempt to corner her into a dead end, a part of the foundation which they hoped she would not escape through any further. In there, only a window would be available to her, something which should be borderline unusable for her at such a height. After all, they were many stories above the ground. "Pin her to the window! The window!" Another voice would shout as, then, the unsheathing of many blades would then resonate throughout the room. The woman would stop, seemingly hesitant enough so that the other voice would call again: "That is as far as you go, Nai! We're going to give you one last chance! Return to your cell! NOW!"
There was no answer from the woman. At least, not right away. Instead, there was only muttering. It was quiet, rapid, and for a brief moment, the officers believed that she was simply sputtering random words. However, they would soon find that her voice was starting to increase in volume behind her mane of hair. "... I seek to harness the source of all life, the upholder of the day..." could be heard almost maniacally, frantically then from high to low. In response, the officers stood there, confused, unsure of what this all meant. It was only once the woman slightly turned and allowed her right hand to breach through her hair that some of them would realize what was happening. "Condense a star in the form of a beam, and allow it to expand and consume all that stand before it. No matter how overwhelming the darkness, there will be light!" Her hand then raised a finger towards the Shinigami's direction, all the while a wide eye could be seen underneath her hair as she screamed:
"Hadō #79: Rēzā Hikari!!"
Thereafter, the hallway was filled with light and the Shinigami's pain.
The name of the criminal is An Nai. About twenty years ago, she was considered as an upstart graduate of Shin'ō Academy that had an affinity for Kidō, though not enough so that she would have been admitted to the Kidō Corps. Nevertheless, she persisted and rapidly became a favorite amidst her assigned division. However, not even a year after her graduation, she was suddenly arrested for having attacked several of her squadmates while tending to the Senkaimon, and was never seen again by her bewildered comrades. As per the laws of the Soul Society, she was trialed and soon after sentenced to imprisonment until her execution on Sōkyoku Hill. Naturally, this did not happen, as instead, before they could so much as prepare her the day before her planned execution, she suddenly was capable of breaking the seals that prevented her from using her spiritual energy, and in so doing, she escaped. There were many who were injured during her escape, many of which currently remain within the Fourth Division barracks to rest, and there were many others who instead perished, namely the ones hit by her execution of Rēzā Hikari and those who were guarding her Zanpakutō. All in all, it was a disaster... one that the Gotei 13 have decided could be fixed by a certain officer of the Eleventh.
It was needless to say that Kimiko had not been expected such news. She had yet another bad night in which she had to deal with a rather awful nightmare, and after all that's happened with Teresa during her latest escapade, she didn't really think she would be sent on another assignment for some time, so she was taken off-guard when she was suddenly given this assignment. They of course had their reasons behind why they were actually sending her to deal with that woman. For one, they specifically wanted someone from the Eleventh Division, as the recent activities reported by it had caused a few concerns to be raised in regards to the Seventh Division's credibility, and for two, Kimiko was potentially amongst the strongest people of that division. An was able to take out several expert Shinigami, after all, and they didn't want to send too many officers after her due to that specific fact. Given this, there was no better candidate out there than the dual swordswoman.
Still, that did not mean she was going to take that very well. She was flattered by the fact that they thought of her before any other officer, but she did not believe today to be a good day for a mission. Lately, she has realized that there was something within her, and so, she wanted to deal with it alongside Shizukakane and - if all else fails - Taishokukane. This reflected well in her current attitude, to say the least. "Damn it... I wanted to train," she found herself muttering to no one in particular as she now stood on top of an electric pole above the sunny streets of Karakura Town, the place in which An's spiritual energy was last located. She gazed at the streets quietly, simply standing there as she calmly reconnoitered the area. Down below were a few cars passing by alongside skateboarders riding onto the sidewalks. If it was not for what happened last night in the Soul Society, you would think this to be a rather boring and uneventful summer day. "They keep sending me on these missions alone even though I can't even sense people that well..."
