Omg okay so let me hit the easy stuff.
Weapon Master 1/2 granted.
As for asking to be Third Seat, quoting the rules:Sadly she is currently too physically young. You'll have to age her a bit to reach this, but otherwise, I'm okay with 1/2 granting the Third Seat position to her.Seated Officer - Your character must be at least 55-years-old and at least Class 6. Your Age of Appearance must be at least 16-years-old. Nobility can take Seated positions at any age as long as their Age of Appearance is at least 13. This applies only to squads under dominion of the family.
Now for powers!
Warrior of Sparta:Since the shield is primarily used for defensive purposes, I think its striking force should be halved.Additionally, Celes' weapons are based off of her OS stat and as such the Spear as an OS equal to hers while the shield has a defensive durability equal to her OS and a blunt striking OS equal to hers.
Blessing of Athena:What kind of durability?This armor being forged by the gods has incredible durability that allows Celes to shrug off blows easier.3ft in? Do you mean three inches?This mark is 3ft in radius appearing on the body part that got hit.
Flurry of Spears:Max of 600 speed here. Also, specify what a "flurry" is. You should have a set number of strikes and a general vicinity.Once prepared, Celes leans forward and unleashes a flurry of spear strikes at a speed of 800 right in front of her.
Goddess of War:
Hmmm... We generally down like Stat alterations and the drawbacks don't necessarily outweigh what you have. This technique also lasts longer than that of Inner Power, as an example, and it is VERY powerful. I think what we could probably work with is somewhat of an invulnerability period. Let's brain storm on this one together to come up with something more balanced that still fits your theme. I'm looking into your type at the possibility of Rank 4 so that means we may have to tweak further. Your stats get tripled at that point, y'know.
Decisive Strike:Do you mean 1001 OS for example's sake?Additionally, Celes' Heavy Thrust cannot impale targets that have a superior OS to its strike. If Celes has 1000 OS and uses the strike on an opponent who has 2001 OS, it will not impale them.
Shield of Olympus:I want to bump this up to 5 because I like this technique and don't want to restrict your usage as much otherwise. Another mod may disagree with me, but this is your Bankai. You earned it. You're allowed to have something kinda crazy.After successfully using this technique, she cannot use it again until 2 posts have passed.
Flames of War:No ma'am. You can keep the extreme heat, but it is going to have the same OS as Celes.A spear buffed by Flames of War is treated as an OS of 2x her base OS.For this to make sense, we'd need a distance per effect. Saying someone just has to get close isn't enough. Also, someone with superior OS to Celes should also be able to extinguish the flames, in a sense, provided they do so in a legitimate way.While near the flame-clad warrior, all creatures suffer severe 2nd degree burns, 3rd degree burns on contact and suffer a heat exhaustion effect.I think for this one, just to show she actually can be effected by her flames, drop the stages to 3 and make the heat tolerance start at 2 instead of 1 so she'd need a 4 at stage 3. What we can do after that is say she's essentially able to "withstand" the heat beyond stage three at an "imaginary" stage 4, but she can only last like that for three posts before literally burning up.
