It was a warm summer night in Karakura town, The air was alive with good feelings all around. Keira was sitting alone in her lab, with her only company being the creatures and monsters she had created. Toiling away another beautiful night in her bleak lab. But, at the edge of her senses, she could feel something, something that tempted her greatly. Out in Karakura, a large number of garganta opened, releasing dozens of moderately powerful beasts, perfect for her... 'research'. There were too many for average shinigami to deal with, that she knew for a fact, so she could possibly even get away for snatching a few of them as well. It was the perfect time for Keira to head out and capture some without anyone noticing.
As Keira arrived in Karakura city, she would immediately spot a juicy target. Off to the side was a large hollow, standing about ten feet tall, something that wouldn't be too hard to recover, especially since it was still vaguely humanoid. It had four arms, green skin, and massive maraca-like clubs in each of its hands. Its mask was that of a luchador with a mustache, a goofy smile on the bone face. There were two average looking shinigami fighting the creature, one with brown hair, the other being dirty blond. None of them were particularly powerful, and it was too tempting to pass up.
As Keira left the asylum she had made into her lair, a group of twenty watched her leave with bated breath. Keira, in her rush to capture as many as she could, failed to notice the humans that were oddly close to her home. They were dressed in special ops gear, all of them clutching the guns assigned to them for this mission. As their target became a mere blip on the horizon, the leader gave an unspoken signal, and they all moved. The twenty soldiers moved in, weary of any signs of life, or traps that might have been set up to stop them.

Keira worked like a woman possessed on a great many projects that night. From the many creatures in her lab, both spiritual, and non spiritual alike, one would think that Keira specialized in a sick version of bio-engineering, but Keira was into much more than that. She had projects in other scientific fields, such as physics, chemistry, and her own fields or, reiatsu physics, and how to apply reiatsu energy into more...every day life, spiritual biology, and mechanical, civil, and architectural engineering, and robotics. Suffice to say that there was no field, spiritual or otherwise, that Keira has not have a hand in. If it applied science in anyway she was interested.
As she worked, Keira could feel the spiritual energy of those that inhabit Karakura Town not far away. It was a hive of spiritual entities, both with noble goals of protecting those unaware of what goes on around them, and those that epitomize scum and villainy. Did not see them in terms of morality, she only saw them as specimens to be used as test subjects for her experiments. She kept her abductions mostly to the more barbaric races, hollows, and the occasional Beast Clan that managed to get into the world of the living. Though she was not above abducting other races. Bounts, Quincy, Mod Souls, and even Shinigami. She mostly took people that no one would miss or notice, but occasionally she wasn't above taking someone based on their power regardless of their status or affiliation.
Keria took metal stock on her current supply of test subjects. She knew that shew as running low, and hollows were always in high supply. She stood up setting her tools down and summoning one of her reiatsu arms. She sat on it in a comfortable position crossing her legs, as she rested her back against the straightened fingers like a queen leaning against her throne. She would rush out faster than most people would be able to see. She had a large smile on her face anticipating the specimens. She laughed to herself popping a jolly rancher into mouth. It was time to collect more samples. The wind blew through her long pink hair whipping it around wildly.
She arrived at the battle field of two shinigmi fighting a hollow. The hollow was humanoid, and if Keira had its appearance to go by, it must have been a resident of Mexico in its life. One large Maraca like club in each of its four arms. Its mask resembled a Luchador, a very stupid looking one at that. She could that it did have power, so she was willing to ignore its ridiculous appearance. She slowed her pace and move past the shinigami with a confident grin. "Move aside boys. This one is mine. Go back to your Soul Society before you get in my way." She sat comfortably in her arm ignoring the two shinigami to focus on her prize, the Lucha-allow.

The Luchador noticed the presence of the new arrival, and started shaking his marakas wildly, filling the night's air with a sandy sound. "Ahh, chicka! How buano of you to volunteer!" He said in a thick accent that sounded about as real as his masked smile. He started doing weird dance moves as he spoke. "Now wit que ere, dere is tres for me, da masked Wrestler!" He flexed as he said his name, random parts of his massive chest, all of his body now glistening in sweat, momentary blinding the poor failure with his over the top body proportions.
The two shinigami shared a look, and decided to retreat, but not before the blond one said something. "I don't know who or what you are, but we'll be back with reinforcements. Just hold out until then. Whatever we hit him with just slides off, we couldn't even scratch him. Good luck!" He warned her, before he ran off with his comrade. They were weaker that what is normally aloud to guard Karakura, but an emergency takes all that are available. And now Keira had a time limit to deal with the mostly naked, greased up, overly muscular, dancing hollow.
The soldiers traversed the halls of the asylum, still tensed in preparation for whatever may come. however, no traps ever came, nothing sprung out to kill them. It was a pleasant surprise, to say the least. That all changed when they entered the main labs. Row after row of horrific experiment were all laid out before them, revealing what exactly the nature of the glowing woman was. One of the men, the leader, reached up to his head set and pressed a button. "Are you getting this H.Q.?" The man said, only slightly disturbed, having seen worse over the years.
Static answered him, before the voice of a shaken man responded. "Y-yes, we see everything. Continue on Alpha commander." Receiving his orders, he signaled his team to fan out. They were here to try and find out how to contain this mad doctor, through whatever means they could. So they tore through the lab, finding anything that might give them a clue about how to do so. One of the men found her room, and began looking for a diary, while the ones in the labs were looking for experiment logs. She was a scientist, or thought herself as one, if all the stitched up bodies were anything to go off of, so she must be experimenting on herself, right?
Objective: Defeat or capture the hollow withing four posts before other shinigami show up

The sound of the maraca's was irritating to Keira's sensitive hearing. Were they enough to hurt, no, but they were annoying none the less. She sized up the hollow trying to assess how to quickly subdue the creature and bring it back to her asylum. The hollow seemed oblivious to the danger that it was in. If it had any brains behind that mask at all, it would know that it should be running for its life. Ahh, chicka! How buano of you to volunteer! Now wit que ere, dere is tres for me, da masked Wrestler!" Keira opened her phone seemingly not paying the hollow any mind what so ever. With a few quick button pushes, she set a timer for herself. Five minutes should be generous enough.
Her pink eyes would linger on the phone as the shinigami withdrew to get reinforcements. Once they left she snapped the phone shut and put it back in her pocket. "Alright Subject-13," She said adressing the hollow. "Give me some ideas for experimentation, and try not to die, i would hate to waste the energy coming out here for nothing." With that she snapped her fingers and two reiatsu arms would reach out from the ground around the hollow grabbing it's arms. She pointed two fingers at each maraca mentally speaking the incantation for Byakurai. "Arise god of thunder! Awake mother of storms! Unleash the lighting on the sinners!"
Through many battles worth of practice, this incantation was a quick though, almost as little effort as controlling her own reiatsu arms. A bolt of lightning shot from her finger tips one aiming for each of the maracas. She figured they were used as weapons, so she could at least try to disarm him, if not completely destroy them. The arms should keep its arms still long enough for her hit them easily. The two bolts of lightning hit with far more power then was needed to destroy them, 990 reiatsu strength. From there it was time to take out the hollow's arms. She needed it alive after all, so killing him was out if all possible. They would sink their claws into his mass of muscles ripping tendon and other vital muscles for movement as well as going to crush the bones.

"Knot two die? Ez you hue ez gonea die, chika!" He said, moments before his precious marakas exploded from the sheer power of Keira's attack. He screeched in spanish, wailing in a way that was unbefitting of a man his size. "Que broke mi favoright maracas!" He said, as dozens of skulls fell out of the now broken club-like instruments. A rathful glint entered his eyes, as his mask turned itself upside down, his former smile now looking like an angry unibrow. He made to charge the woman, but he was far to slow to avoid the many arms the failure could create.
Fortunately, he didn't have to. His skin was releasing a slick substance that not even the claws of Keira could hold onto. What's more, the hands that touched him were now coated in the stuff, making it impossible for them to hold onto anything. "Face mi Love, mi anger, and all ove mi sorr~rrow! Greased Thundair!" He yelled dramatically, as he brought all four of his arms together in a sort of sonic boom. The soundwave was more of a shockwave, not only having a power of 750, but was also coated in the slick liquid, aimed directly for the failure.

The abilities of the hollow both amused and disgusted her at the same time. On the one hand, that grease was just plain grose. Keira was not fond of the bodily fluids she had to deal with in her experiments, but she knew that it was a necessary neuscance, so she just grinned and bore it. Howerver, she had no such need to drench herself in this hollows filth for the battle, in fact, it seemed that if she did get any of that crap on her, it would make riding her arms a lot more difficult, and she didn't need to add any more chances to accidentally explode herself all over the city. The hollow was angry when his maracas exposed releasing dozens of human skulls...charming.
The hollow was saying something again. Keira was too busy thinking of the possible things she could gain from taking this particular hollow in with his....unique ability. His "grease" was supper slippery, she could use it to develop some sort of trap with it, or use it to test some better adhesives. The ideas were starting to roll now. Oh, she can even develop even better restraints so that anything else with this sort of power would not have an easy time escaping her. First she needed to see if the grease covering its body was something he had to willingly apply, or was it something that just covers his body like sweat would an exerting body.
This barely a thought, Keira brought two more arms to protect her. One to take the brunt of the shock wave by standing directly in front of her, the other cupped against the one she sat on. The once covering her would act as a secondary barrier in case the first one got destroyed by the force. It also had a secondary purpose. It was to shield her from the grease that was carried by the shock wave. She could hear the liquid hitting the back of her reiatsu hand, and the smell. She had to fight from holding her nose. She still had a good idea where the hollow was from using multiple senses, such as hearing, and energy sensory. She would use the two arms that tried to grab it and knock it's legs right out from under it. As it fell, another arm would rise up where it's head was going to uppercut it with full force and speed. "Stop your screaming. You are annoying." She taunted moving the shielding reiatsu arm away from in front of her having it flank her on her right.

If Keira was underwhelmed by the hollow's ultimate attack, then she would be downright disappointed by how easily it would go down. normally her hards would have slipped off the greasy skin of the monster, and in a sense, they still did. But, it was the fact that the hands slid downward, going under his feet, that the attack had any effect on the spirit at all. The one place that wasn't producing the oil was his feet, as to give him something to stand on. With the hands sliding down, they brushed against the one weak point, giving him effectively no legs to stand on.
Add to the fact that the now falling hollow was given the most glorious uppercut he had ever received, and he was out like a light. The beast was sent flying into a building, shattering the side of it. Keira was the clear winner of the fight, and managed to do so before the Shinigami arrived to finish off her new specimen, and now she could claim her prize, knowing that the only way to grab the nearly naked weirdo was the feet. After snatching the spirit, she fled the scene before those pesky Soul Reapers could snatch away her latest test subject, returning to her home.
The armed men were almost done with their search, finding little to help their study of the target, or their own studies. Half of the 'sample jars' were empty, despite having labels on them. Many of them were simply labeled 'hollow part #something'. Regardless, many of the jars were taken back to the van. The rooms were left in shambles, torn apart in their search for anything they could use against the target. Most of the men had returned to the vehicle, but five were still in the main lab, holding boxes of jars labeled 'important'. Not that they could see what was so important about them.
As the armed men were about about to leave, they received a message on their radios. "Squad B! The subject is returning! It's returning too fast, to get out, prepare for combat or hide and escape!" The voice of their commander told them. Sharing a look amongst themselves, they dropped the boxes, breaking their contents, and hid behind the largest things they could find. Four of them were on either side of the doorway to the entrance, while one cowardly retreated to the bedroom.

Keira could easily see the exact moment when the hollow had lost consciousnesses. She didn't even change her bored facial expression when the hollow was sent flying into the building opposite her. The crash was loud. It no doubt scared the crap out of the occupants, and anyone else nearby. Gravity soon took effect on the coincidences hollow, as it fell from its place in the side of the building. It the ground with a thud cracking the ground where it landed. Keira casually rode up near it looking down at it disappointingly. At least she got one idea for what to do with it. The reiatsu arms affected by the oil were immediately dismissed, they were no help now. Two fresh arms were summoned and took the hollow by the feet. The oil still covering its body would make it easy to drag back to the asylum, and maybe cause some halerious accidents in the morning.
When she arrived at her asylum, Keira could immediately sense that something was off. Though humans didn't give off much spiritual energy to pick up, they produced enough to keep track of if she focused on it, and there was a considerable concentration of it in her asylum. She glared angrily. She did not tolerate anyone to trespass. She continued on her way nearly missing the black van that was parked near the entrance. She turned sensing a number of people in it. Her asylum was often the target of foolish teenagers who wish to see the rumored witches ghost, and test their own, and others, bravery for their own amusement. Keira didn't kill these teens, often killing them would only attract more attention. She just made sure to scare them enough so that they would never come back.
Keira summoned several arms around the van. One on either side of the van, and one at the back grabbing hold of the rear bumper. The other two arms would slam and push against the sides of the van scaring the shit out of whoever was inside. She would then position herself behind the van within easy view of the rear view mirror. She gave her best dead eyes star, with just a hint of anger. She reached forward starting to pull the van back by the bumper. The driver stomped on the gas trying to pull away. A short tug of war proceeded before the bumper broke off, and the van surged forward suddenly nearly crashing into the gate in its haste to flee.
That little display put a shadow of a smile on Keira's face, but she knew she wasn't done. She could still feel people inside of her asylum. Her annoyance soon turned to full anger. Usually no one managed to get in, but who know how long they have been there, and what they gotten into. She hurried to the front entrance, dropping the hollow unceremoniously to the ground. She opened the doors and just sat there on her arm scanning the insides of the lobby. She knew they were close, but it was time to show them the error of their ways. "System lock down, and power down." She said finally entering the building. Heavy shutters closed throughout the asylum, and all the lights shut off.
"By the count of ten the game begins." She said in a more girly, mischievous voice. The darkness was something to her. She could still see fine with her low light vision, and could even hear their heartbeats, and breathing. "You better run!" She called summoning one arm and dragging a random soldier away into the darkness. His screams of fear fading as he was pulled away. "1...2...3...skip a few..." She could hear the hurried foot steps of the soldiers retreating into the asylum. "Oh I forgot to mention," She called out to them. "Those that survive the night get to live." Giving them a sliver of hope, even false hope, would make their faces all the more worth it when she crushes their spirits.
With one soldier already captured, and dealt with, she waited for the others to run a bit longer. "Ready or not...here i come" She called out riding out into the darkness. She missed the boxes of important materials in the moment. She was focused on the hunt. She perused after one soldier who ran off near some of the examination rooms. "Hurry up and run!" She called out with a giggle. "I can hear your footsteps." she added sounding closer already. She moved silently through the darkness. "Your terrible at hiding." That was the last thing that he would hear before an arm burst from the darkness grasping his head. It wasn't with the force to crush his head, but enough to knock him out.
The third soldier, Keira didn't even need to bother with. He had sealed his own fate. The soldier ran blindly hitting the walls as he turned the corners. He was desperate to find a hiding place. His hands found a handle of a door, and he forced it open closing it as quietly as possible. He took a few deep breaths leaning against the door. Then he would begin to hear something. A low growl could be heard in the darkness. He held a flashlight up and saw a horrid amalgamation of animal body parts all fused together. A small pack of dog like creatures encircled him each with parts of other animals fused to their bodies. Some had wings, and beaks. Some had fish tails, and tusks. Each one unique in one way or another. The soldier tried to pull out his pistol, but something large hit him from the side knocking it, and his helmet away. The alpha stood over him the greatest amalgamate would get first blood. The pack would tear away at his flesh. They would eat at his abdomen first, the spread to his arms and legs. They wanted their meat to stay as fresh as possible, and doomed the soldier to a slow death with the helmet transmitting it all. His dying screams could be heard throughout the asylum, even without super human hearing. This would no doubt spread fear among the other soldiers. Keira sighed and shrugged. It was time to feed her pets anyway.
Keira returned to the lobby to get a sense of how many were left. There were only two remaining. One continued to roam the halls, and judging by his foot steps and equipment noises, he was ready for a fight. The other was was cowering in...her room.. A psychotic smile spread across her face. Then her arm hit something on the floor that drew her attention. She picked up some pieces that she recognized instantly. Her eyes widened. She let out a horrible scream, like something akin to a mother watching her children die in front of her. "You bastards!" She screamed. The remaining soldiers would be able to sense her murderous aura easily. "You destroyed my precious work. Caused them pain, and for that you will now hell!" She rushed to meet the third soldier. If he wanted a fight. She would be more than willing to give it to him.
The soldier saw her coming. Keira didn't even try to be stealthy. He opened fire with his rifle, but the bullets could not penetrate the reiatsu hand that Keira used to shield herself. Bullets would bounce off it hitting the walls and ceiling in a shower of sparks illuminating the woman's approach. It would grab the man and slam him against the wall several times before throwing him away. He coughed up blood, but was still able to fight. He raised his rifle, but the arm grabbed it crushing it and his arm with its immense strength. His screams of pain were music to her ears. He would grab his pistol with his good hand, but that arm and gun suffered the same fate. Blood dripped to the ground as she slowly approached. "Enjoy your freedom monster," The soldier spat. "I wil make sure you are killed." Keira knelt down and put a hand on his cheek. "Only a man can kill a monster. All i see in front of me is a broken puppet." The man was captured and out with a swipe of her reiatsu hand. It was time to deal with the last one.
She opened the door to her room scanning the darkness slowly. She knew where he was. She could hear his shallow breathing. His heart beating like bass drum in a metal band. She could literally smell his fear. "Where oh where could you be?" She asked rhetorically. She walked through the room with both arms flanking her. "Hmm, your not under the bed." The soldier stared at the door with pistol drawn. He contemplated what to do. All four of his comrades were either killed or captured. How could he kill her. He wasn't trained for this. He whimpered pathetically then the door opened a crack. Her glowing pink eye could be seen clearly. "I found you." He screamed in fear, but his scream was cut off when an arm hit his head from behind.
All four remaining soldiers were brought to an examination room, after the power was turned back on. She laid each soldier on an examination table each side by side. She restrained them taking all their equipment for herself. She would replace their helmets with an apparatus hooked up to a large computer and some kind of storage system. Small cylinders filled with a strange liquid glowed eerily in the corner. Once she was done she waited for them to wake up. The second they did, she would address them. She no longer used her childlike voice, now it was all business. "Now I am going to say this once." She said pacing in front of them. "Who are you, who sent you, what did you come to get, and where did you come from?" She glared at each one as she asked her questions. It was clear she was going to get answers one way or another. "Answer my question and i garentee your release, and if you lie to me, i will know it." She let the threat hang as she waited for her answers.

After the absolute slaughter of three out of the four humans, the last one was feeling something he thought had been trained out of him. He felt fear, and was shaking at the sound of his dying teammates. HE held his gun, ready to blast the monster away, but there wasn't any confidence to it. She entered the room he was in, and he tried to fire his weapon, he really did, but the glowing woman was too fast, and disarmed and disabled him before he could do so. There was a sadistic edge to her voice, that said she was going to enjoy getting revenge for the damage to her property.
The coward was quickly dragged to another room, with the other three humans, not as dead as he had thought. The four of them were strapped down to examination tables, with strange devices hooked up to their heads, their purpose currently unknown, but they were sure they would all soon find out. The target started asking simple, yet very reasonable questions to each of them. Who the soldiers were, why they were here, and where they came from, something a good deal of their targets asked them before they took them away. Well, the ones that had the ability to ask that, anyway.
Normally operations weren't this bad, went a lot smoother, but the foundation didn't have a lot of power in this country, so it had been done in relative secrecy, with the intent of the government not finding out. As such, the group had been given were specific orders in case any of them were captured. "W-were..." The coward mustered up the courage to speak, accepting the false hope that she would release them if they did so. The man was hopeful that she would keep her word, a testament to his inability to function under pressure.
"W-we are m-members of t-the loud boy unit-t." He said, sounding like a stuttering mess. He was nervous, worried, and scared, but he persisted anyway, swallowing his fears so he could maybe save face with his team later. "We are the soldiers for the Foundation, a multi-governmental organization, with ties to nearly everything around the world. We protect the people by securing anything supernatural, object, living beings, locations, and containing it. After multiple missings persons reports, as well as reports of a glowing woman around this building, the foundation decided to have us investigate." He told her.
That was what they had been told to tell her if any were caught. They had little power inside Japan, but if the could force her out for, lets say revenge, then they could catch her in their territory. It was a long shot, but they had stronger agents that could deal with just about anything. They just had to give her the right motivation, and hate was quite the motivational factor. "S-so," He said, after a few moments of explaining. "C-could you let us g-go now?" He said with a nervous smile.

Keira listened to the cowardly soldier boy while pacing in front of the quartet. She had her hands pressed together behind her back thinking over every word that the man was saying. Apparently there was another organization looking to control the supernatural activity in the world of the living. This should make four that Keira could name right off the bat. This group, unlike some of the more prominent ones, did not have a strong presence in Japan, and because of that, had to resort to commando ops. Well despite all the information that this Foundation had collected on her, they still didn't get that it was not wise to rouse this sleeping bear.
The man had given most of the information that she wanted. She still didn't get a location of their main base, or at least their closest one. She would need to rectify that. "Oh, I'm afraid that you misunderstood what I was asking about that last one, my little soldier boy." She said regretfully. "I want to know where your base is. I want to know where your companions I let escape earlier took my stuff." She started to sound more and more aggravated as she explained her question. She looked from one to another to see if anyone else wanted to answer the question. Outwardly she seemed calm, but they could feel a darkness emanating from her letting it carry the threat for her.

The young soldier was about to continue, when one of the other members interupted him. He was older, maybe in his early fifties. The most prominent feature he had was a salt and pepper colored beard, that was a little over two inches long. "We have been told to inform you that the closest base of operation to here, in Russia." He gives her a list of numbers that she would recognize as an area code that she would be able to easily trace to a small town in said country. "After informing you of that, a select few of us were to announce this; Delta Omega Nine."
The instant the words left his mouth, he and the other four would start foaming at the mouth, before dying from a cardiac arrest. Their hearts exploded, instantly killing the four. Whatever the man had done killed them in a way that left no ghost, passing on naturally without the need of a shinigami. But now Keira had a destination that she could head out for, a place to have her revenge, and maybe steal whatever these people were gathering... REgardless, she would get little done from staying here to clean up, especially seeing as they wouldn't return.
After Keira left, in whichever manner she saw fit, she would find that the coordinates led her to a small town, in the frigid plains of Russia. She would arrive near the towns square, a large circle covered with cobblestone, surrounded by important looking buildings. People were milling about, minding their own business for the most part, with a fair number of them just trying to get to wherever it is they're going. Now, the Failure had a few choices in how to search for her prey. The first choice would be to try and search for them on her own, but this might be what they wanted her to do.
The second would be to try and ask around, see what the locals knew about any sneaky people or organizations around here. This might be hit or miss, depending on his attentive the people were, and how willing they were to talk. The third was to wait and see if there were any people who took notice of her, but given how she was literally glowing with power, that could, and probably would, be everyone. So many choices to make. What would the handsy woman choose to do with her time, and would she come prepared for the harsh cold?

"We have been told to inform you that the closest base of operation to here, in Russia." They were told to inform her? So they were sent in knowing full well that Keira was capable of. Before she could stop the old soldier, he initiated some sort of contingency order killing himself and the rest of the soldiers in the room. Well it wasn't like she was going to let them out alive anyway. She pulled a lever on the wall, and the devices on their heads disengaged and the tables leaned back. A shoot opened at the head of each table sending the four bodies into the darkness. Their bodies can still be useful. For now, they can wait in storage. She ran the numbers in her head over and over.
The data was sent into the super computer and a satellite image of a small town in Russia came on the screen. With a few key strokes, Keira was able to pull up any information that she could on the place. Population, climate, any buildings of note. She downloaded the data onto her phone. It shouldn't take too long for her to arrive in Russia. She made sure that she had a heavy coat for the occasion, even though it was too hot to wear in Japan. After a couple hours of riding her reiatsu hand over the ocean, the weather started to become colder and colder. Soon enough the heavy coat was tolerable to wear as snow would replace rain wherever it precipitated.
Keira arrived in the edge of the small town, and decided to walk the rest of the way to avoid drawing attention to herself too early. She made her way through the square. She decided to investigate the mayor of the town first. No doubt if any organization was operating with any official copasity within the town's borders, he should know about it. Once she entered the town hall, Keira would remove her hood letting her pink hair fall free. She scanned the room for any signs of someone that would be able to help her. She usually liked to keep interactions as short as possible, avoiding them all together was prefered, but there was no helping it this time.

As the deceptively youthful failure crossed town, several people took note of the woman. She might have felt the gaze of a few people, but there were just enough people wandering around, that she wouldn't be able to pinpoint exactly who it was. Aside from the general suspicion that she was being watched, there was nothing she would be able to do without causing a scene. Other than that, the trip to the town hall was cold and uneventful, no doubt leaving her longing to be somewhere warmer than this frozen wasteland.
Upon entering the building, she was met with more nothingness, as the room was mostly empty at the moment. The only exception to this was two security guards keeping an eye on the failure, and a secretary down a long hallway. Said corridor was filled with rows of doors, and Keira would be able to sense a few of them filled with people. It was odd that she couldn't hear any talking, but the walls were fairly thick, and there might be some sound proofing for private meetings. But there was one reiatsu signature that was strange.
The secretary was a youthful woman, and was clearly hired for her looks. Wavy red hair, cherry red lips, and a generous figure, even when seated. If Keira was a petty woman, she might have been jealous at the woman's appearance. That or astounded at the effort she put in. Still, there was something... off. The woman was toying around on her phone, blowing a bubble, the powerful scent of it she would be able to smell even from halfway down the hall, and while that might not have ben odd in and of itself, there was a reiatsu signature that felt distinctly wrong.
In the room past the woman, presumably the Mayor's office, she could feel two souls. One she could feel was the Mayor, as it was the only human one she could feel. The second was something powerful. It easily dwarfed the quality of her power, even if it didn't match the strength she had. It was something to be wary of, that was for sure. She would be able to tell it wasn't human. But it also wasn't Hollow or Shinigami. Nothing human. But what was it? That answer would go unanswered, as it suddenly vanished from her senses.
The woman at the desk would suddenly take notice of her, right as her bubble popped. Taking a moment to gather herself, she greeted the failure. "Hello." She said in a thick Russian accent. "Are you here to see The Mayor?" She asked rhetorically, as if she didn't know the answer. "Let me page him for you." And she went to do just that. It was at this point that Keira had two choices. She could go in to greet The Mayor, in spite of what she just sensed, or she could turn around and leave, finding another way to track this place down.

Keira entered the town hall finding it emptier than she had thought. It was warm enough, thankfully. Once she entered the lobby, and the door closed behind her, she would pull off the hood of her jacket letting it rest around her slender pale neck. Her pink eyes would scan the room looking for any kind of ambush positions, or any signs of things out of the ordinary. So far, so good. Everything was as it should be. Two security by the door, nothing unusual there. An attractive secretary. Judging from her 'activities', was just as incompetent and inefficient as expected. Keira was about to launch herself into a tirade about her laziness when something caught her attention.
It was coming from the mayors office. She could easily sense two souls in there. One was the mayor, a run of the mill human soul, but the other was anything but. It was more powerful, dominating, and sinister than that of the human soul also occupying the room. She had enough experience with Shinigami, humans, and hollows alike to know for a fact that it wasn't any of those, so what the mayor doing with it. Maybe her hunch was right on the money. Good. She smiled slightly waiting. She wanted to see what the other presence did, sizing it up. It soon vanished. She didn't sense any kind of gate opening, it was just gone. That worried her a bit.
The secretary finally took notice of Keira greeting her in her heavily accented English. She was an attractive woman, not that Keira was into any of that nonsense. Keira thought herself above fretting about comparing her appearance to those of others. The thing that did anger her about the woman was again, her inattentiveness, and inefficiency. She asked if she was there to see the mayor. The fact that it was a question of formality rather than curiosity was not lost on either of them it seemed. Keira none the less nodded silently, and let the woman page the mayor that she was here. Once the mayor was ready, Keira would let herself into the room.
She was ready for anything once she entered the office of the mayor. She did not sense the powerful presence open a gate or anything like that, so she was operating under the suspicion that it was still there, just hiding wherever it could. She keep her senses sharp, and her mind alert. She was not going to be taken advantage off in any form. She was not sure what the mayor may or may not know. She executed not much, but she had been surprised before. "Greetings, my name is Dr. Keira Bright." She opened with extending a hand to the mayor in a neutrally pleasant tone. She took a seat in one of the chairs instead of her flood, no sense using that just yet.
