Ok, I’ll be the one grading this.
This feels less like a balance update, and more like a straight buff to his powers - I would think. The speed of your objects within the Flood, while reduced compared to what they were previously, now scale off your Instinct Stat. You now have high level-manipulation (such as the doll example) and the ability to reinforce objects within your Flood. This seems like way too much, in my opinion. The base ability of your Flood was already one of the strongest abilities on-site, so I feel adding to it is a no-go.
So, I’d ask that you remove the ability to finely manipulate objects, and the ability to reinforce objects that are within your Flood (or perhaps change your Flood so that it focusses solely on those aspects, rather than the original idea of “redirection”).
Alright, so with that in mind - I’ll offer some suggestions for balancing the abilities. Firstly, your Flood should only be able to affect things that you have Offensive Stat superiority and Class superiority over. The “more Reiatsu than his RS” is a cool idea, but is unfortunately too strong for a Failure - some of your opponents may even be starting with less Reiatsu than your RS.
I’d prefer if you could move things at a flat speed rather than at a speed which scales with your Instinct. Using Instinct as a stat to control the speed of the things is not something I’m comfortable with allowing, I’m afraid - given that an argument could be made that every mentally commanded technique’s speed should scale off Instinct. I do like the part from his original power, though, that states that the degree of control he has over the objects in his Flood is proportional to his Instinct.
A balancing suggestion I do have, however, is that the speed with which he can manipulate things is proportional to the number of things within his Flood. This prevents him from being completely impervious to attacks, and means ranged characters could just overwhelm him with projectiles. I am open to alternative balancing suggestions, though.
