On the judgement of Odayakama Senshi, Captain of the Eighth Division, she had thus deigned necessary to increase or decrease the funding of various divisions for the current needs of the Seireitei, either due to deeming their current duties as seen as superfluous, or otherwise unnecessary for the current prosperity and maintenance of the Seireitei. She submits this report to the Captain Commander, but copies are sent towards each of the Captains and Divisions per their review.

Division 3: {Squad 3 - Expedition Squad}: The expedition division had been deemed inefficient and generally wasteful in its efforts and operations with little guidance, nor proper execution of its missions. The purpose of the division were to be first responders to otherwise new threats and long term expeditions to other realms. This duty at least from Senshi's judgement is deemed costly and has yielded little worth in recent times; due to having been invaded by both Las Noches, and Hell in recent times. The division is advised to instead focus on the internal defenses and responses to threats within the Seireitei, Rukon, and Wilderness. Appeals for long term mission funding will need to be done sparsely, or within their now reduced means.
Division 5: {Squad 5 - Kido Development}: Kido development has also been noted to be supports for the Third Division. The development of Kido techniques could be considered a less costly endeavor depending on the circumstances of how they are developed, but in general, the technological developments of this division are deemed to more often than not intermingle with the duties of the Twelfth Division, of which they've had far greater strides in recent times. The squad will be able to request funding for projects regarding technology that further aids the defense or utility of Seireitei, but other superfluous spending will be reduced.
Division 9: {Squad 9 - Information Dissecting Squad}: The Ninth Division is the information dissecting division, and yet, has been unable to discern any meaningful information, knowledge, or premeditated information regarding Seireitei's invasions, and has no ability to do so at large from foes such as the Vandenreich or Hellions due to their unique situation. The former due to their agents being killed by a mysterious white light upon capture. The second due to Hellions and their fickle presence on the planes of existence. They once upon a time worked strongly to feed information from Hell Butterflies to Division 6 which dealt with Internal Affairs at the time. Due to the change in their duties, this has largely become defunct and obsolete. Until proof or evidence is given of any progress regarding the garnering of useful information, this squad will have a generalized decrease in funding, enough to keep it functioning, but little more.
Division 8: {Squad 8 - Funding Organization - Reinforcements}: Division Eight has infamously been known in the past to have experienced swathes of corruption, superfluous spending, and the generalized embezzlement of funds. This practice has been cracked down by the current Captain, and has had noble influences cut from its decisions, including the Kasumi'Oji stains. The funding is closely monitored by its captain, and has since been highly regulated by Odayakama Senshi and other members within her division. Of which strange activities are reported immediately to Division Seven.

Division 4: {Squad 4 - Medical Corps}: Self explanatory. With a shortage of medics and grievous losses, as well as rapidly raising rates of mortality and wounded, Division Four is granted extra funding to recover and sustain the Seireitei's growing need for healers. This funding is for medical technology replacement, medicine, and otherwise developments to sustain larger hospital facilities.

Division 11: {Squad 11 - Primary Attack Squad}
The tenth and eleventh divisions have experienced some of the highest rates of mortality within recent times, and the need to have fast responding units to both defend the Seireitei and swiftly respond to threats on the frontline has been in high need. As a result, funding is appropriated for traps, greater defenses, as well as training equipments, and incentives for its officers and member recruitments. This is considering otherwise, there might not be a tenth or eleventh division considering their rampant casualty rate. Hopefully leading to an influx of new soldiers to fill their ranks upon request. This is also to fund the Nijukan School with instructors as well as further support to educate and train Rukon citizens to become Shinigami and increase general recruiting efforts.

Developments of weapons and technology to better safeguard the Seireitei as well as permanently kill Hellions or otherwise would be an ideal measure. As well as better measures for sensing invasion and greater defenses. Seireitei's general survival in recent times has depended on exceptional individuals of strength and talent, but now a greater reliance on advances will be needed for Seireitei to survive. Projects of this nature will be rewarded.
Other superfluous research may be put on hold or reduced on spending until some degrees of success are seen.
