Starting off, I'm going with the assumption that yourBow Release Overall Theme is flavor to describe the kinds of things to expect in your powers, and not that this has any mechanical impact on anything in your kit.
RIP RAH: This is a form property. This is the shape of your arrows. Being a bullet is fine, I'm even alright with the bullet breaking apart into nine fragments. The rest of this is not something that should be in a form property.
Vollstandig Divine Form: Alright.
Vollstandig Divine Power: I suppose I'm good with this.
Vollstandig Divine Soul: Isn't all your reiatsu in that hand? I don't know how you expect to fire your hand twice, but alright. This is pretty funny, and I don't see anything bad here.

Form Property: RIP RAH
For the most part I'm alright with this however there's a couple things I wanted to make sure are addressed. First and foremost what happens when your arrow meets the class of an individuals healing? Make sure to state the effects.
Additionally, more so as a question, do you want to keep the explosive property? Given your bullets are still arrows so you can still detonate the arrows. Even if they are fragmented. So you just need to pay for the arrow's cost again. All that to say, you can take this out if you want and just keep in mind the standard Vandenriech Quincy arrow abilities.
Volstandig:
Divine Form:
Ok so while I get where you're coming from, this Divine Form is doing nothing for you. And considering Divine Form should do SOMETHING, given other Vandenriech Quincy's Volstandig, we're going to fix this.
From our talk over what to change it to, the following changes were requested. Caeser generates a fragmented ship with turrets. These turrets fire off 3 arrows for the cost of two and each arrow has increasing explosive ranges depending on the class of the arrow. These ship fragments move at 600 speed and can be moved up to 20 feet away from Caeser. Lastly the ship fragments are considered release weapons for durability and offensive power.
Also, per my own decision, Caeser's Volstandig is considered a "Release" for Soul Specialist V2 to ensure that he can have a usable Volstandig as opposed to requiring a type swap and possibly building a new standard bow release.
Divine Power:
Caeser gained the means to change the explosive properties of his turrets explosions. This costs 150 reiatsu per instance he changes them. Each set of turrets should be able to have their own altered properties.
Support-esque effects cost 250 reiatsu and allow for additional skill points to be gained by allies. He must keep this property on the turret if he intends for his allies to continue gaining the benefits.
Divine Soul:
AoE frenzy sound. This induces an increased stamina post cost from stamina types. Forces those subjected to move at maximum speed, feel no pain, no fear, and no exhaustion. Reiatsu costs increase by 50%. All enemies and allies will attack one another. Caeser will not be registered as a threat and thus will not be attacked. Allies are subject to this effect. Maximum range is 500 feet. To ignore this requires an OS equal to or greater than Caeser or if they have a 4 from the following skills: Lack of Fear, SoW, and Calm Mind.
Soul was spoken with about the Volstandig changes and he gave his 1/2 on the new Volstandig.
