Earth - the drawbacks are better, now. I do want a bit of clarification on a few points, though. "It cannot be deactivated before it hits zero, and will become your normal flood the following post once you use 'a failure's gift', to change your flood type" - what does this mean? The wording suggests that when the timing becomes zero your flood goes back to normal, but it just reads funny, like it does so immediately the post after you use the technique. You may also want to list that it loses 10% of its maximum each post, or it will never reach zero due to how fractions work. Finally, why do liquid attacks get weaker against earth? If anything, you'd think they get stronger; water turns earth to mud, dissolving it and breaking it apart.
Water - Dropping speed TO 25% while in it? I can dig this for the most part, given floods aren't terribly huge, and a single step technique will generally carry you out. This will have to be listed as a long-term status changer, though, as it's a constant effect that pops on and off depending on the victim's position. Please make a note of it as a long-term status change.
Fire - "When it's raining" is a bit of a niche resistance. The thing is, this "burns through" anything with less RS, and given that this is a Class-equal technique, you can literally have an unblockable technique once you hit Class 1, with only Class 0 defensive techs able to beat it. This either needs to have its potency reduced, or it has to have some form of resistance besides just "water techniques". Perhaps rather than "burn through" it can ignite someone, and burn away at their body (or even their Reiatsu?) and either paying Reiatsu or using certain techniques can put it out.
