Currently, the system as it is has Beast-Clan members only able to learn Hakuda or Hado if they are taught by a dedicated player RPC. In other words, you have to have an on-site Hakuda specialist, and our numbers on those is few. So I wanted to make a few proposals to improve the quality of Beast-Clan learning, enabling them to have a better variety of techniques.
First proposal: Beast-Clan should be able to simply learn (lowest level) any Hakuda/Hoho technique through means such as observation or experimentation. Naturally, TTP will still have to be used to learn it (training threads, or after battle TTP spent) but they should be able to simply learn, but not be proficient in, techniques on their own. Then, they should be able to use an NPC Shinigami (simply because we lack a large number of Hakuda specialists) in a training thread to make themselves proficient/master over time. A training thread either with an NPC or an RPC who can teach them to take it to proficient/mastered.
Second proposal: Up to proficient can be learned by doing a training thread with an NPC. That means if the proper TTP counts are met, BC can learn a technique at the "learned" or "proficient" levels. Mastery would still require a specialist, but that is for perfection and improvement of techniques; BC should be able to learn the techniques period without having to go to a specialist.

I like the first proposal better than the second because it will allow for the Beast Clan to actually be able to learn some techniques that no one really knows. However, I like the second better than the first because it requires an RPC to bring them to mastery. So, I make a third proposal, a combination of the 2.
Third Proposal: Beast Clan can learn Hakuda/Hoho through observation or experimentation using TTP. NPC tutors can be used to help them Proficient the technique, or an RPC can help them Proficient and Master it.

I like the third proposal, that sounds like a good system to allow them to at least be competent in one of the few technique branches they get while still requiring help from a master to be truly expert in it.
To play devil's advocate here, I can understand why the mods would want to limit Hakuda on Beast Clan. It mostly falls onto the fact that they have a distinct edge over pretty much every other race in Physical stats. Sure, Shini can get some high physical stats themselves, but not quite on the level of a Beast Clan.
That being said, the suggestions here really make sense to me, and don't harm the system in a way I can see, especially the first and third proposals. +1

Actually, I was the one who made the initial restriction. My point being that they weren't very smart, and thus wouldn't be able to learn advanced martial arts without some tutoring. It had nothing to do with stats. However, seeing that there are far less Hakuda users than I thought at the time, I thought I'd raise this point. XD
On that note, that actually made me think of something. Would it be possible to make it a Class-based thing, since Beast-Clan get smarter with each Class they gain? Like at Class 2, when they can choose to take a Zanpaktou and become a Shinigami instead, could they be considered smart enough to learn and master on their own?

Proposal #4: Make it Class-based! Since they get smarter over time, they can go from experimenting to refining as they get smarter. At Class 6, they should be able to take any Hakuda/Hoho to "learned" on their own without help, but require assistance to take it to proficient, and are unable to take it to mastered. At Class 4, they can additionally take it to proficient on their own without help, but require assistance to master these techniques. And finally, at Class 2, they can go so far as to master techniques on their own, as at this point they are intelligent enough to be Shinigami and function among humans normally.

I like the fourth option myself. I think it would make sense that as a BCs general intelligance increases, they would be able to figure out something like Hakuda on their own.
