Time for the real meat of this CiU though. The real point is to give Windstärke some new techniques that I worked on.
Alright, time for some IC reasoning.
Type Change: This is a funny one, but here me out. See, I feel that Luke, IC, hasn't actually grown into the Spirited type, or any other really besides Soldier or Non-Typed. He hasn't developed into any abilities, specific stats, or really any sort of fighting skills yet. So I feel regressing him into a "basic" type would be the most logical, and IC, thing to do. Then after he grows and develops I can then, confidently, switch him over into a type that benefits the way he has grown.
New Techniques: He hasn't unlocked any Dolls yet, IC, so I don't really see a big issue with his Third Doll, the last he gets, getting some updated techniques before their unveil.

Eisstrahl (Ice Beam)
This is essentially Windstärke's go to offensive technique when she needs to do a little something more than blow cold air (eh eh, I'm not clever). Using this technique causes The Pokémon Company to send a cease and desist straight to Luke---okay enough is enough. This technique is activated by Windstärke opening his mouth and gathering his arctic reiatsu within it, creating what appears to be, at first, a glowing blue orb of energy. When released this energy erupts into three, lightning bolt shaped, beams of energy that fly forward at a constant speed of 300. When these beams of concentrated cold collide with their intended target, the subject is suddenly flash frozen with Windstärke's Black Ice ability. Eisstrahl is useful for creating sudden and instant patches of Black Ice, for when these beams collide with environmental objects the radius of flash freeze is around seven meters. What happens when Eisstrahl is used against living foes though? When it comes to clashing with other people it comes down to their highest spiritual stat vs Windstärkes highest spiritual stat as to whether or not they freeze. Those that don't get frozen do get hit with some serious hypothermia on the collision site though. Against techniques, again it comes down to spiritual clashing, and if Eisstrahl is stronger then it will actually freeze the entirety of the techniques reiatsu solid.
Drawbacks: While this technique is powerful, as an offensive attack should be, it's rather limited when it comes to how often it can be used. Widstärke must remain motionless, first of all, when charging up the reiatsu. This process takes at least five seconds, which is enough time for a skilled combatant to see that something is coming, though once she has begun to fire the beam she is still able to move. As an added detail, Windstärke can actually begin to move again after the technique has been charged but not yet fired. Esstrahl fires for five seconds before it ends, and cannot be ended by Windstärke willingly until the full five seconds are up. The next drawback is that this technique needs a two post cooldown after its use and costs 300 reiatsu to use, with an additional 100 a post if Windstärke chooses to hold it post after post.
Streifen (Streak)
Similar to Springflut and his Absturz technique, Streifen is Windstärkes own unique Step Technique, though it is different to Absturz. When this technique is used the big bird will accelerate in a forward motion at a multiplied speed of 2.5x. This Step is slower than most, being slower than Movement, but comes with its own perks. See, when using Streifen to get to point A to point B Windstärke can curve and twist the path he travels upon. The reason for this is because, when using this technique, Windstärke is producing what appears to be Black Hail along his flight path. This hail plummets to the earth below, and when it strikes against any solid object will suddenly erupt into a cluster of ice crystals shaped a lot like eagles feathers. These Black Ice crystals are pretty big too, being the size of a golden retriever actually. These Black Hail though do not erupt when they land on living targets though.
Drawback: Well, aside from not being an offensive technique and not being able to harm people with the Black Hail, this technique costs 200 reiatsu to use and can only be used six times a release. After six times Windstärke must be re-released to use again.
Schneesturm (Blizzard)
This would be Windstärkes strongest attack, the Big Bang Attack if you will. Springflut has Verwüsten, Jägger has Flankiert, and Windstärke has Schneesturm. Similar to Verwüsten Luke is hesitant to give his partner permission to use this technique, as the amount of damage that can be done to the environment and innocent people can be tremendous. Once Luke has accepted the fact that this must be used, Windstärke will soar into the sky and take position above wherever the fuck he's going to aim it. Opening his wings and aiming down at the earth, Shneesturm creates a localized blizzard that absolutely fucks everything thats within its range of effect. This technique creates a, literally, blinding snowstorm of Black Ice that consumes everything within a thirty meter circle. This snowstorm will freeze everything within its targeted zone, temperatures dropping by 100 degrees Celsius a second. Perhaps the worst part, however, is how "no fun allowed" this technique is. Enemies, people, anyone really who doesn't have one of Windstärkes feathers will suddenly find that their Speed has been reduced by 75%, their bodies being frozen over so fast that they couldn't hope to escape. Step Techniques also have their speed bonuses dropped by 50% (before use, so a Shunpo would be x5 not x10).
Drawbacks: There are no drawbacks! It is the ultimate technique! Nah, kidding, there are some serious limitations to this technique. First off is the fact that this technique needs preparation time. Windstärke must remain in the air above the targeted zone for a post, not moving and not using any other abilities during the charge time. If the charge is interrupted, he loses 300 reiatsu. Secondly is that this technique can only be used once a thread, and it costs 750 reiatsu to use. This technique will also damage allies unless they have taken care to prevent themselves from being affected by the attack. After use, though, Windstärke becomes inactive for three posts in order to rest after use.
Dunkelrüstung (Dark Armor)
This is Windstärkes defensive technique, for when things are not going well for him. Using this technique encases Windstärke in a covering of his own ice, covering him a Black Ice armor that protects him from attacks thrown against him. This armor of Black Ice is rather useful for more reasons than just protection, as combatants who try and get too close to Windstärke when he is using this technique will be affected by the Black Ice absorbing the light around them. Speaking of protection though, this technique is actually a very powerful armor. It doesn't just take in the value of the Dolls Reiatsu Strength, but also takes half of the Spiritual Pressure stat and adds that value to Reiatsu Strength to equal the defensive value of the armor.
Drawbacks: So what sort of drawbacks are we gonna see? Well, first of, this Doll is a bird. A bird in armor. See the problem here? While Windstärke can still fly, his speed is reduced by 50% while using this technique and he cannot use Streifen, since why should he be able to move faster when weighed down like that? This technique lasts for three posts, and can't actually be cancelled until the technique has ended. The technique also costs 300 reiatsu to activate, and can only be used three times a release.
