The thirteen divisions of the Gotei 13. The Omnitsukido. The Kido Corps. These bodies carried out the will of the Central 46 in order to protect both the spiritual and non-spiritual as well as ensure interdimensional stability. For the most part, each body carried out its own operations while communicating with its allied squads in more large-scale projects. Usually, no more than a handful of squads were necessary to address major Central 46 concerns. It was rare for the leaders of these agencies to gather for a meeting. However, there was an unusually dangerous threat that made such a meeting necessary.
Shinigami often ventured to different corners of different worlds to accomplish their missions. Regardless of where they were, every captains and vice captain of the Gotei 13, Omnitsukido, and Kido Corps would receive a hell butterfly containing a brief but urgent message: “Division captains and lieutenants, you are required to return immediately to Seireitei for an inter-division assembly in the Squad 1 conference room. Your attendance is mandatory to ensure welfare of souls in both Soul Society and the Human World.”
Upon arriving at the designated location, each captain and lieutenant would find a large business room with a long, polished wooden table at the center. There were thirty seats available, and at the head of the table sat the immense body of the 35th Captain Commander, Kyousou Ningen: the most powerful Captain Commander in the history of the Gotei 13. He sat with his enormous arms crossed against his powerful chest as he awaited the arrival of his subordinates.
Once more than half the captains and vice captains arrived, Ningen would address the group with a commanding voice. “We have received worrisome reports from the human world. Major political leaders from all countries, both first and third world, have been found violently murdered with no evidence pointing toward any non-spiritual suspects. More so, there have been recordings of shackled hollows terrorizing civilians in populated cities. These events are far beyond the realm of coincidence. We believe that there is a group – or groups – controlling hollows somehow.
“We have theories about the nature of these groups – whether they are criminal, political, or neither – but in reality, there is little we know for certain. As the Central 46 debates how to tackle this issue, our enemies grow stronger. I request that each of you take action independently until we understand this threat and formulate a long-term strategy.”
Now that the Captain Commander has delivered his report, all Captains and Vice-Captains are welcome to report to him using the following template. You will list your Name and Rank, a list of links to threads that you have completed recently, and write up a short report about their impact on the Soul Society and the world. Then, you will offer up suggestions for courses of action. Whether it be investigation, assassination, whatever your character desires to do about the world events that threaten Soul Society’s prosperity. Following 1 week of real time, the Captain Commander will follow up with these suggestions, approving or denying them. If approved, they will be given a set Ryo reward for completing them. If they are denied, a follow up report may be made or the actions can be taken anyways, with potential consequences. Especially consequences for failures. The story is in your hands.
