What the Kawada spoke of lacking knowledge in the world of nobility wasn't far off. The principles and merits that one individual possesses was wielded like a sword, and each one from there continued to enlarge the blade and its edge. Blood was but one of many characteristics that contributed in formation of a noble family. Yet, once upon a time they too were of average blood. Harle saw what it became, including the rise and fall of families. Kings and Queens fell, new regimes rose to take their place, and the old perished beneath the new in fear that they will rise up once more. The stronger a family was, the greater their fear became, and thus, leading them to commit some of the most heinous of crimes against their fellow man. The Families of Soul Society were no different.
Listening into flow of information Harle herself had numerous weapons to wield, including different aspects to tackle her enemy. Her approach had to be stern, wielding with it the experience that her entire life accumulated into this very point. Back during the time among the living, and those spent here in the after life. This was what she employed as to understanding what nobility is about, but reassuring to her, how Royal Families operate when leading a regime. But, mo az to ze change in ze command structure." A powerful leader, that was what Kiname Kawada described Sozen Kuichiki to be. A man who has been leading his family for centuries, and has helped to built the Kuichikis to what they are now.
"Harle azkz, what uze doze Sozen Kuichiki have fo ze Kawada Council once he haz control? If Harle iz not mistaken, wasn't Monsieur Kenryoku and Monsieur Sozen close to ze other?" A strong family that mirrored that of the old days of Royalty during Harle's time living. When a new King rose to power over a territory it was often that potential rivals were removed from the land, either through exile, incarceration, or death. What supported this idea was the size and influence that the Kuichiki family has at this time. Not only that, the idea was to poke Souza's thoughts. Only the son would have more intimate knowledge of the man himself, potentially having the Kuichiki Heir to add further insight on the matter.
In other words Sozen already had some intricate knowledge of the Kawada's activities and inner workings, thus eliminating the need of the Kawada Council or advisors. Actually, it could even be seen as a military strategy to remove potential obstacles that would impede his power over the Kawadas. And if Harle allowed herself to be swallowed by the darkness in which Jinbei had revealed to her, then that was an option that Harle would commit to. Actually, "Fo Monsieur Sozen to reign overah ze Kawadaz without potential hostilitiez, zen ze Kawadaz zat have ze most influence in ze family would be removed. And if you zay zat Sozen iz a genius, zhould he have influence overah ze members of Central 46, zen he will use zhem to uze ze Kawadaz. It would not matter if ze Kawadaz worked under Central 46, it will Sozen Kuichiki zat will be in control."
A man with that much power was dangerous. Should Sozen have some manner of control over the members of Central 46, then it would be a matter of time before even Kiname Kawada would be slain. And while Central 46 is ruling over the Kawada Household, then eliminating hazardous elements in the Kawada House, who would oppose Sozen, will be easy. Without direct control of the Kawadas having an "accident" occur wouldn't be difficult to have occurring within their walls. Central 46 would be no more than a shroud, a cover for the Kuichiki Head to be able to rid himself of his enemies while under the protective guise that is Central 46. "If Harle was like Sozen Kuichiki, zhould any one that Harle would zee az dangerous, she would have zhem eliminated while uzing Central 46 az un cover. Zat way, to oppoze Harle would mean to oppose ze members of Central 46, which controls ze Seireitei."
This was a tactical that power hungry Advisors would use. They would build a reputation of themselves being noble, kind, level headed, trustworthy, and responsible. Being in a position as delicate as they were in, they could easily influence the ruling party to go about their own agendas. Like the operator of dolls, the Advisor will be pulling the strings while everyone remains unaware as to what was happening. And no one would dare accuse the Advisor of being malicious due to the reputation that they have built. Harle has seen it happen one too many times before, and the frightening thing about it was, it worked.
Harle didn't want that to happen. Many people will be killed without so much as being heard. And when people in power are removed it begins to effect those under them. Workers begin to lose their jobs, families are torn apart, and people being driven to the darkest depths of humanity. On other terms, society itself may be improved by such a sacrifice. Was it worth the such a cost? No, that wasn't who Harle is. Harle wouldn't become what she resented. Instead, she will strive to be better than those around her. She would be the one to forge the better tomorrow, "That may be true zat ze Kasumi'oji Family will not be able to handle zhemzelves, however, ze Kawadaz are not like zhem, nor ze Kuichikis. What Harle zees zat ze Kawada can become. Not just un noble Family, but un Empire." The Captain peered over her shoulder at the construction going about. And that was when the idea struck her.
"What iz it zat zhiz family haz overah ze otherz? Ze people and ze resourcez. Ze potential to push beyond what ze other families can only hope to do. Harle iz talking about expanding of what ze Kawadaz are now. A city, un Empire. Bringing ze people in from ze Rukon Districtz to construct and expand ze territory to zat of ze outer lands, away from ze Kuichikis and ze other families." The Kawadas wielded a Juggernaut that prized itself on manufacturing and developing land. They had the work force that the other families lacked. They had the raw materials and resources that the other families were not able to access, including the potential to sell their goods at prices in which they organized. As for those that followed the Family, they would be given aid, support to grow. In other words, the Kawadas were able to literally "box in" the other families with their business and construction.
What Harle saw wasn't just a Noble Family, but an Empire of sorts. A fortress city that encompasses the dwellings of the Kawadas. But not only that, hospitals, schools, and other locations that were needed, and all easily accessible to those that were less fortunate. During Harle's time these things were difficult to gain access to without money. Money was scarce to her family, in which they had to trade for such services. What could not be paid for would be traded in. This would allow the family to gain new insights, including new methods of construction, farming, etc. In terms of business and revenue, this would greatly bring in new partners, this included the other noble families, and in all the while the Kawadas would be examining and putting into practice their observations. This was the idea that Harle conveyed to Kiname Kawada. This was the woman's plan, a fraction of a plan. Which meant, there was more to come.
With their operations, the public would see the Family in a new light, for the people, bringing in good publicity. Through their efforts, the Family would bring in not only revenue, but new ideas that can be used to revolutionize their current methods. She waited, only to see what such thoughts brought out from the Kawada before them.
