The "Top 10" board is important for most characters in regards to measuring their progress throughout the game of Bleach: Online World. It is doubly important for Captains, whose ability to achieve rank 4 is based upon being within the upper echelon of the rankings.
The ranking system is created by Kento and practiced by all mods on-forum. In order to evaluate characters, all of staff gets together to rate the characters in a series of traits which tally up into a final score. These rankings are NOT based solely on who can beat whom or even on combat capacity. They take into account a character's social abilities and influence, their accomplishments in other realms, and how well they fulfill the role they seem to have taken up. Therefore while this is called "the strongest," it is not enough to have the character who is best at combat. A well-rounded, often-played character will have an inherent advantage in this list.
