For Mutate, I'm okay with the overall ability that you're going for but instead of literal bodily transformations, I would recommend you have it "shroud" Luca. For example, these do not change his literal physical appearance but add what seems to be an extra layer of whatever thing it is that he's trying to make. Like a glove or sock but instead it's a tentacle or claw. These things can also be broken by someone with a superior OS, I would imagine, but you can always create more. I think someone else breaking them would be a cool mechanic, anyway. I would argue that he only has to spend Reiatsu if he deactivates it himself, but if someone breaks it, then he doesn't have to. This, alone, may have various pros and cons, but I think it's worth consideration. Also, the whole physical versus shroud thing may seem trivial but from what I can tell, Fullbringer powers can't actually alter their physical appearance the way you've described, though if this is incorrect and you have evidence of that, please share.
Everything else seems pretty good to me, honestly.
Oh, and thank you for the minimal amount of evidence for a type change! Roughneck 1/2 granted.

Time Tells No Lies and Dollhouse both show the ability to transmute bodies. Through images and explanations I will explain why I believe this to be the case.
Dollhouse: It may seem strange to include this, but I will anyway. Its ability is understood as the transfer of objects or PEOPLE into objects she finds cute. Regardless of the object, the person or thing shrinks to fit inside of whatever container she puts it into. We see this ability most commonly used in two ways.
To create a customized battlefield or training area (ie Ichigo in the literal dollhouse, or fish tank)
To put people inside of plushies.
It is known that her ability shrinks people proportionately to fit in whatever "container" she sees fit. Regardless of my next arguments, which rely in some part on arguing for things not directly stated, her abilities DO cause some bodily transformations in the form of shrinking. However small (pun intended), this fact shows that in some capacity, fullbring is capable of altering bodies. So regardless of what I say in regards to her second use of Dollhouse, the fact of the matter is some changes are possible.
I know what you might be saying. "But even you state that her ability puts people inside plushies rather than transmuting them!" And you would be right. However, I believe it is much more complicated than that. This is not some headcanon, and I will use extensive evidence from the two times she uses her second ability. Before we get to that, I will explain my reasoning. Both times we see her put someone inside a plush, they simply do not behave as though they were trapped inside a costume, but as though they had merged with the plush. Both victims were fully capable of articulation and can make facial expressions in a way that WOULD NOT be possible unless a fundamental bodily change had occurred. The proof for this is featured bellow
However, the articulation and perspiration of plushies is not all I have to argue about in regards to Dollhouse. Rather, the changes that take place alter an individual's fighting powers as well. We see this both with Mr. Pork and Rukia. As the image below illustrates, Mr. Pork gives Ichigo a run for his money. It should be noted, Mr. Pork's true form is that of an overweight middle-aged man. Ichigo, even without his powers was previously shown to take out scores of armed thugs with only his fists. So it is clear a change has taken place thanks to Riruka's Fullbring. Also, Rukia, a known god-tier kido user fails to use Hado #33 Sōkatsui. So this clearly illustrates a transformation that is not simply skin-deep.
All this being said, there is still the matter of Time Tells No Lies. I will argue for two occasions in which it dramatically transforms the subject's body and powers.
Mr. Pork is greatly altered in terms of physical appearance and power by Giriko, being able to shrug off Ichigo's fullbring attacks. In the fight it is CLEAR that he is stronger because of Giriko. There is a second time Giriko uses his fullbring. This being in his fight with Kenpachi, in which he becomes a musclebound giant. Regardless of Kenpachi swiftly dispatching him, it is BEYOND REASONABLE to assume his power had increased when his body transformed. Even if it wasn't enough to stand up to Kenpachi, a transformation of his body that was more extensive than a mere shroud took place.
tl;dr but also closing statements: There is evidence of fullbringers being able to create significant transformations with their powers.

Is this meant to imply my reasons for a type change were flimsy, even if they met the minimum requirements? I didn't mean for it to be flimsy or to grasp at straws. I can remove it if you do think the reasons are low quality. Also, I fixed the typo.

First things first, no. I was being genuine. I was legitimately thanking you for giving me the requirements for changing your type and it looks fine.
As for powers, I still think my suggestion may work best in this scenario. Your mutations come from a point of contact from your spear, right? All I'm saying is you can't cause physical changes to your body but you can still use the powers exactly as you described otherwise.

Perf. I think this is pretty dope. I'll give this my 1/2 but keep in mind another mod may have differing opinions. Don't get discouraged! Keep working on it!
I'm really looking forward to seeing how you use this power in the future. My one request is that you bump up the cost of your radiation beam. As it appears to be comparable to a Cero, but is a release technique, I'm going to afford it some leeway and request its cost be changed to 100 reiatsu, from 50.
Otherwise you're good on my end. Really interested in seeing what you do with Luca's shroud in the future. Very versatile looking ability.
